Syrian Dialogue Initiative for Building a New Syria
With the fall of the oppressive Baath regime, Syria has entered a new phase. In order to successfully
navigate this transitional period, we must unite and work together to draw a common roadmap. The policy
of exclusion and marginalization that has devastated Syria must end, and all political forces should
participate in building the new Syria, including during the transitional period. Therefore, we call on all
Syrian parties to reconsider their approaches towards each other and to place common national interests
above all other considerations.
Based on this principle, we believe that cooperation between the Democratic Self-Administration and the
political administration in Damascus will be in the interest of all Syrians and will contribute to facilitating a
successful exit from this difficult phase.
Recognizing our responsibility in the Democratic Self-Administration of North and East Syria towards the
Syrian people of all components and spectrums, and in response to what our Syrian people demand of us,
we propose this initiative for Syrian-Syrian dialogue to build a new Syria.
We also appreciate the positive role of Arab countries and friends in supporting the Syrian people from all
components, and the necessity for this support to continue in building a new Syria that guarantees the
rights of all components and spectrums, based on democratic principles that establish a suitable ground for
launching an inclusive national Syrian dialogue in which everyone participates.
On this basis, we direct our call to all Syrian forces to work together to achieve these crucial steps that we
see as vital at this stage:
1. Preserving the unity and sovereignty of Syrian territory and protecting it from attacks by the Turkish
state and its mercenaries.
2. Halting military operations across all Syrian territories to initiate a comprehensive and constructive
national dialogue.
3. Adopting a stance of tolerance and distancing from hate speech and accusations among Syrians, as Syria
is a country rich in its components and spectrums, and this richness and diversity must be preserved on a
fair democratic basis.
4. Convening an emergency meeting involving Syrian political forces in Damascus to unify visions regarding
the transitional phase.
5. Ensuring active participation of women in the political process.
6. We emphasize that economic resources should be distributed fairly among all Syrian regions, as they
belong to all members of the Syrian people.
