About UNDP/PAPP
With over four decades of experience in addressing socioeconomic needs and strengthening the resilience of the
Palestinian people across the Occupied Palestinian Territory (OPT), UNDP Programme of Assistance to the Palestinian
People (PAPP) is guided by its unique mandate – derived from the UN General Assembly Resolution 33/147 of 20
December 1978, which called upon UNDP to “improve the economic and social conditions of the Palestinian people
[…]”. To date, UNDP/PAPP has delivered more than $1.7 billion in programming in support of this mandate. UNDP/PAPP’s
quality delivery of impactful programming is grounded in a strong OPT-wide presence, having 213 personnel with
multidisciplinary expertise – including a Gaza team consisting of 59 personnel, with 39 currently in the Gaza Strip.
UNDP/PAPP’s support to the Palestinian people across the OPT builds on longstanding partnerships with the
Palestinian Authority, service providers, civil society organizations, academia and the private sector, as well as close
coordination and collaboration with other UN agencies and donor partners.
UNDP/PAPP’s Support to the Gaza Humanitarian Response
Since the onset of the war in October 2023, UNDP/PAPP
has been working closely with UN, NGO, local and
national partners to provide immediate support to the
a ected population in Gaza as part of the humanitarian
response, through three priorities: 1) critical services and
infrastructure, including access to clean water, solid
waste management, dignified transitional shelter, and
debris removal; 2) emergency employment and support
to micro, small and medium enterprises (MSMEs); and 3)
support to civil society organisations (CSOs) for
multi-sectoral citizen services.
UNDP/PAPP’s programmatic interventions are designed
to provide immediate support to the humanitarian
response now, while contributing to and paving the way
for early recovery as soon as it is possible. In addition to
the on-the-ground implementation, UNDP/PAPP is
contributing to the ongoing emergency response and to
the longer-term planning through support to national
relief, recovery and reconstruction planning, as well as
undertaking assessments and generating knowledge to
inform an immediate response and recovery planning
that is evidenced based and reflective of the realities in
Gaza.

One-UN Approach and Inter-agency Coordination for Gaza
