The impact of artificial intelligence on democracy,
human rights and the rule of law
Draft resolution submitted by the co-Rapporteurs,
Ms. M. Rempel Garner (Canada) and Ms. N. Lugangira (United Republic of Tanzania)
The 149th Assembly of the Inter-Parliamentary Union,
(1)
Recognizing
that advancements in artificial intelligence (AI) may provide significant
opportunities and challenges for humanity,
(2)
Acknowledging
that greater knowledge and understanding of AI systems is a prerequisite for
informed debate and decision-making,
(3)
Alarmed
that advances in AI have already had considerable impacts on democracy, human
rights and the rule of law, and may disproportionately affect women and girls,
(4)
Acknowledging
that an inclusive approach to setting rules pertaining to the creation,
deployment and use of AI technologies is required, in order to ensure equitable policy outcomes for the
entire world, including the Global South,
(5)
Concerned
by the lack of comprehensive legislation and regulations for the responsible
creation, deployment and use of AI technology, as well as the slow pace of the global community in
developing these rules,
(6)
Acknowledging
the importance of regulating AI while allowing scope for innovations to occur
that positively benefit humanity,
(7)
Alarmed
that big technology companies have lobbied extensively to influence and set rules
that may primarily benefit them, not the global community,
(8)
Noting
that countries may already have existing legislation and regulations that could be
adapted to meet emerging challenges and opportunities relating to AI,
(9)
Noting also
numerous international and regional initiatives to develop ethical standards and
governance frameworks for AI,
(10)
Applauding
the welcome efforts of key international organizations to help parliamentarians
and other actors develop regulatory frameworks and policies,
