Education & Youth
Model Arctic Council (P)
Young people lack knowledge about the Arctic Council, so initiatives should be developed to increase
their understanding and make the Arctic Council more approachable and relatable to them. It is
therefore proposed to conceptualize Model Arctic Council into a role-playing game for educational
purposes.
Mental Health & Youth Conference (C)
Research shows that suicide rates are significantly higher in the Arctic compared to the rest of the
world. There is a need to focus on mental health among children and young people within the sphere
of the Arctic Council to reverse the negative statistics.
Inuit Youth Summit (C)
Inuit Circumpolar Council (ICC) wish to organize and host an ‘Inuit Youth Summit’ in 2026. With
the summit, ICC aims to create a new generation of decision makers and build organizational capacity
and sustainability.
Indigenous Peoples Leadership
Inuit Women Summit (C)
In 2025 ICC plans to host an ‘Inuit Women Summit’. The summit aims to gather decision- and
changemakers in the Arctic to share knowledge about how to promote and protect Inuit women’s
rights.
High-Level Dialogue on Health (P)
Indigenous Peoples’ access to healthcare is limited and it is necessary to uncover the health challenges
Indigenous Peoples are facing in the Arctic. Saami Council together with ICC plans to establish a
high-level dialogue forum on Indigenous Peoples health for relevant stakeholders. The first forum is
expected to take place in Greenland in 2026.
Onboarding materials about Arctic Indigenous Peoples (P)
There is limited knowledge about the Arctic Indigenous Peoples Organizations, which offers unique
insights into Indigenous Peoples’ living conditions. Onboarding material for civil servants and other
relevant stakeholders about the organizations and their role in the Arctic Council should be developed.
Local Engagement and Research
Research in the Arctic (P)
University of the Arctic (UArctic) has expressed a need for the development of regional guidelines
for future Arctic research. The aim of the guidelines is to ensure the involvement of Indigenous
Peoples and local knowledge.

Climate tipping points (P)
Due to the severe climate changes in the Arctic, there is a need to increase investments for research
in the Arctic. UArctic has an investment project called “Tipping Points”, which could facilitate and
match investors and researchers with the aim to secure more funding for climate research in the
Arctic.
Strengthening local engagement (P)
Arctic Mayors Forum is the only panarctic organization that represents local leaders and municipal
decision-makers. The organization needs funding for its secretariat and projects to implement the
recommendations of the Working Groups at a local level.
Preparedness
High-Level Dialogue on Preparedness (P)
The challenges posed by climate change in the Arctic create an urgent need for a regional contingency
plan. Therefore, a dialogue forum should be established to discuss preparedness and ways to
strengthen international cooperation on the issue.
Climate adaptation (P)
Saami Council wishes to continue a project on climate adaptation under the Arctic Council Chairship.
The Saami Council has identified a need to collect observations on climate change to inform and
better political decision making on climate adaptation.
Bridge-building language and culture (P)
There is an urgent need to ensure better understanding of the Sámi language and culture in connection
with emergency management in Lapland. According to the Saami Council, emergency personnel
often lack understanding of Sámi names for geographical locations, which can affect response times.
Investments in the Arctic
Arctic Economic Council (P)
Arctic Economic Council (AEC) seeks to boost investments and sustainable economic development
in the Arctic. The organization needs funding for its secretariat and projects that can contribute to the
organization’s mission.
Critical minerals in the Arctic (C)
Critical minerals and rare earth elements in the Arctic hold promising potential, but the extraction is
challenged by lack of infrastructure and investment. A conference could facilitate the exchange of
best practices, matchmaking between investments and projects and the forging of partnerships.
Mentorship for businesswomen in the Arctic (P)
A mentorship program for young aspiring businesswomen in the Arctic should be established to
contribute to sustainable economic development. The project could be inspired by the ‘Arctic Angels’
mentorship program.
