Digitalisation of justice in civil and commercial matters: the Estonian
experience

Estonia is leading the way in the digitalisation of the public sector, including the justice system. The
Estonian court system includes a central information system that provides data to the courts and
police, among others, and a public "“e-File portal” that opens a virtual door to the courts, where
parties can initiate cases and access or transmit documents.

The digitalisation of justice aims at facilitating and improving access to justice while promoting the
modernisation, effectiveness and efficiency of justice systems and respecting fundamental and
procedural rights. At EU level, this process has been based on legislative action, but the role of the
Member States is essential in an area which remains to some extent within their competence.
