The Somalia Strategic Framework 2024-2028
The Denmark-Somalia Bilateral Development Programme 2024-28 forms part of the wider Danish engagement
presented in the Danish Somalia Country Strategic Framework (CSF) 2024-2028. The CSF aims to foster a stable,
inclusive, prosperous, and democratic Somalia by addressing root causes of instability, poverty, and inequality. This
framework aligns with Somalia’s National Development Plans and encompasses the following strategic objectives:
Strategic objective 1:
Ensure adaptation to climate
change through equitable access to
resources and enabling inclusive and
green growth.
Strategic objective 2:
Promote stability and security,
inclusive state building and
protection of human rights.
Strategic objective 3:
Strengthen resilience and
addressing displacement and
migration.
Denmark’s partnership with Somalia includes development, peace and stabilization efforts, humanitarian activities,
diplomacy, and political dialogue. The collaboration involves, but are not limited to, Somali and Danish government
authorities, Danish and Somali civil society, private-sector entities, international organizations, and financial institutions
such as the World Bank, Investment Fund for Developing Countries (IFU) and the European Union.
Principles for Denmark’s engagement in Somalia

Somalia’s Green Transition & Growth:
As a global pioneer in
carbon reduction and climate change adaptation, Denmark will
leverage its decades’ long experience to help Somalia fast track
its green transition and green growth, and apply its expertise in
climate adaptation, mitigation, and natural resource management
to help foster a socially and economically fair green transition in
Somalia. The programmes also work to strengthen Somali
capacity and ability to access green finance.
Stabilization, security & Peacebuilding:
Denmark has been a
steadfast partner in both combating piracy and terrorism in
Somalia for decades. Denmark will build on this experience to
support, strengthen, and further Somali-led stabilization efforts
and promote early recovery in newly liberated areas. It will also
work to address larger, more long-standing drivers of inequity and
conflict.
State and Institution building & Reconciliation:
Denmark will
promote inclusive, accountable, and participatory governance in
its partnership with Somalia. Denmark will focus on building the
capacity and advocacy of civil society and media partners but will
also work on supply-side governance by strengthening economic
institutions, including through the post-HIPC process.
Gender Equality and Human Rights:
Denmark will continue to
prioritize gender equality, the rights of women and girls, freedom
of media and inclusion of youth voices, aligning with its
overarching commitment to human rights. Empowering women
and girls and supporting their participation in governance, the
private sector, and decision-making processes are central to
Denmark's efforts in this area.
Humanitarian-Development-Peace Nexus:
Denmark's
engagement across humanitarian, development, and
peacebuilding domains offers an opportunity for strategic
cohesion and complementarity. Efforts will focus on developing
effective nexus models, including areas such as community
resilience towards climate and conflict shocks, durable solutions,
and preventing internal displacement.

To deliver on the three overarching
strategic priorities, Denmark will
engage in 8 selected development
projects, fully aligned with the priorities
set out in Somalia’s National
Development Plans. DKK 1,1 Billion
will be allocated to leading
implementing partners with strong
capacities on Danish priorities.
