1. Introduction:
In the early 1990s, over 100,000 ethnic Nepali individuals were expelled from Bhutan for
demanding human rights and democracy. Seeking refuge in Nepal, we resided in UNHCR-aided
Bhutanese refugee camps in eastern Nepal for nearly two decades. Despite several endeavors to
return to Bhutan, our efforts were unsuccessful, and Nepal and the international community also
failed to facilitate our repatriation, leading to a prolonged refugee crisis. With Bhutan refusing to
take us back and local integration being denied by Nepal, the only option left was third-country
resettlement, which UNHCR offered. Eight countries, including Denmark, expressed interest in
supporting the UNHCR's call to resettle Bhutanese refugees in their countries.
As per our recent data analyses, Denmark resettled 845 Bhutanese refugees between 2008 and 2015
under the United Nations quota, with most of us being UN-verified vulnerable people who were
mostly illiterate and had health issues. Although initially excited about starting a new life in
Denmark and becoming Danish citizens, most of us soon faced challenges due to the strict
immigration and naturalization laws. Illiteracy and health issues are the other factors preventing us
from fulfilling the stringent requirements for Danish citizenship. Limited ability to learn Danish
language also hinders our access to the job market and attainment of citizenship. Even to secure
permanent residency, given that the requirements are identical to those for citizenship, has posed
immense challenges for our people.
Despite our problems and grievances, many of us need help communicating effectively with the
Danish government or other authorities. However, the Association of Bhutanese Communities in
Denmark (ABC Danmark), a non-profit community organization, strives to be our voice. The
organization utilizes various means and platforms to tell our story to the Danish government and
gain comprehensive support for our statelessness issue. However, the lack of statistical information
about resettled Bhutanese refugees in Denmark hindered effective communication and support for
our statelessness issue. To address this issue, ABC Danmark has planned a storytelling project that
includes publishing an open letter in a national newspaper, collaborating with other NGOs and
INGOs, creating videos highlighting representative stories, and collecting accurate data to prepare
a report. Collecting data and writing a report on the resettled Bhutanese refugees in Denmark is
essential to the storytelling project. The primary objective of collecting data is to prepare a support
document that presents our situation after resettlement in Denmark and serves as a historical record
of our immigration details.
This report presents important statistical data on us, Bhutanese refugees who have been
permanently resettled in Denmark. It provides a comprehensive analysis of the challenges we face
in obtaining permanent residency and citizenship through naturalization, including difficulties in
meeting the requirements due to illiteracy, health issues, and strict immigration and naturalization
laws. The report also includes significant information such as the total number of current and
initially resettled individuals, gender, countries of birth, and refugee camps of origin. Additionally,
it covers arrival dates in Denmark, current residency status, literacy rates, labor force status, and
places of residence. The report aims to help ABC Danmark effectively communicate our situation
to concerned authorities, organizations, and individuals, enhance their understanding of our
circumstances, and garner wider support in finding a solution to our stateless issue.

2. Methods
A team of six board members from ABC Danmark worked together to collect data on resettled
Bhutanese refugees in Denmark. Due to our busy schedules, the data collection process took
approximately three months, from January to March 2023. Since we are all volunteers, we could
only contribute our spare time to the project.
To raise awareness about the data collection project, we held public meetings in Viborg, Holstebro,
and Middelfart. We also shared information about the project at a Christmas event and as well
through a virtual Zoom meeting.
The president of ABC Danmark led our data collection team. The entire data collection task was
divided into five regional divisions: Hovedstaden (Capital Region of Denmark), Sjælland (Region
Zealand), Syddanmark (Region of Southern Denmark), Midtjylland (Central Denmark Region),
and Nordjylland (Region of Northern Denmark). Each member of the team was responsible for
gathering data from one of these regions, with the president providing support as necessary. We
employed a variety of methods to collect data, including face-to-face meetings and telephone
conversations with community members who voluntarily provided their data. In certain areas, local
community members also helped us to gather information. To understand the issue of statelessness
among resettled Bhutanese communities in-depth and analyze the results of the obtained statistical
data correctly, we also asked people for their opinions, expectations, and life experiences in
Denmark.
The information we have collected is fundamental, yet it comprises essential details. We recorded
the information presented in
Table 1
and documented it using an Excel spreadsheet.

Our aim in utilizing this data is to gain insight into the statelessness status of resettled Bhutanese
refugees in Denmark by examining statistical details. As members of the same community, we
were aware that individuals who were born in refugee camps in Nepal and those above 50 years
old are encountering significant obstacles in obtaining citizenship due to illiteracy and health issues
among the elderly people and rigorous immigration and naturalization laws (It is thoroughly
explained later in the report). Building upon this preliminary knowledge, we extracted relevant
information from the collected data and presented it in separate tables with graphical
representations. Moreover, we categorized the information into different age groups and, in some
cases, conducted necessary calculations to perform detailed analyses. This entire process was
carried out manually using Microsoft Excel spreadsheets.
To ensure a concise and clear report, we have only included our final statistical results in the result
section. However, for more detailed information, we have enclosed statistical results from each
region and municipality in

3. Results: Statistical data analyses on resettled Bhutanese
refugees in Denmark
This result section presents the overall findings from our statistical data analyses conducted on the
data collected from permanently resettled Bhutanese refugees in Denmark.
3.1. Number of resettled Bhutanese refugees in Denmark (First generation)
According to our analysis of the collected data, Denmark resettled 845 Bhutanese refugees from
2008 to 2015. Since then, 25 of these refugees have passed away, while the remaining 820 continue
to reside in various parts of Denmark.
3.2. Number of children born in Denmark (Second generation)
Our data analysis reveals that 190 children, referred to as the second generation here, were born in
Denmark. Fortunately, they do not face any problems in obtaining citizenship as children born in
Denmark to stateless parents have direct access to Danish citizenship under Denmark's
naturalization laws.
3.3. Number of Bhutanese Community people currently living in Denmark
Our collected data shows that 1,045 resettled Bhutanese community members live in Denmark. Of
these, 820 individuals came directly to Denmark through the resettlement process conducted by the
United Nations High Commissioner for Refugees (UNHCR), 35 individuals came through family
reunification, and 190 individuals were born in Denmark. See
Table 2
for a brief overview, and for
a percentage breakdown of the Bhutanese community residing in Denmark, refer to
Figure 1.
Of
the entire Bhutanese community, 79% are resettled refugees, 3% came through family
reunification, and 18% are Denmark-born children of Bhutanese refugees. Check

3.5. Countries of Birth
Upon analyzing the data, we have collected, we have determined that out of the resettled Bhutanese
refugee population in Denmark, 527 (50.4%) individuals were born in Bhutan, 324 (31%)
individuals were born in Nepal, 190 (18.2%) individuals were born in Denmark, and 4 (0.4%)
individuals were born in India. These findings indicate that most of the resettled Bhutanese people
are from the first generation expelled from Bhutan. For a brief overview, please refer to
Table 5

3.6. Municipalities with resettled Bhutanese community population
The Bhutanese community people resettled in Denmark is spread across all five regions and 34
municipalities, with the largest concentration of 129 individuals in Thisted and the smallest being
one person each in Copenhagen, Arhus, and Kolding. The dispersal of the community was part of
Denmark's policy to help refugees learn the language, adapt to the way of life, and integrate into
Danish society quickly. However, this approach has resulted in some elderly illiterate individuals
feeling lonely and depressed as they struggle to learn the language and have no friends around to
share feelings and spend time with. Additionally, it has been challenging for the community to
preserve their language, culture, social values, and history, which they consider their identity.
Despite wanting to integrate fully into Danish society, they also want to share their culture and
values.
Most of the Bhutanese community people, comprising 350 individuals, live in 12 municipalities in
the Central Denmark Region (Midtjylland). The least number of individuals, 85 people, live in 4
municipalities in the Capital Region of Denmark (Hovedstaden). In Region Zealand (Sjælland),
there are 105 individuals spread across three municipalities. In the Region of Southern Denmark
(Syddanmark), there are 169 individuals residing in nine different municipalities, while in the
Region of Northern Denmark (Nordjylland), there are 336 individuals spread across six different
municipalities.

country resettlement program between 2008
and 2015, the 845 Bhutanese refugees who were initially resettled were residing in seven different
refugee camps in Eastern Nepal, namely, Beldangi-I, Beldangi-II, Beldangi-III, Pathri Sanichare,
Goldhap, Timai, and Khudunarbari. Unfortunately, since resettlement until the present day, 25 of
the resettled individuals have passed away, leaving the current number of refugees who arrived in
Denmark through the resettlement program at 820. A detailed breakdown of the refugees by their
camp of origin and vital status is provided in
Table 7
and
Figure 5.

3.8. Years of Arrival in Denmark
According to our data, Denmark resettled Bhutanese refugees from 2008 to 2015 under the
UNHCR resettlement program, resulting in the resettlement of a total number of individuals that
amounts to 845. The first group of refugees consisted of 18 individuals (3 families) in 2008,
followed by 297 individuals in 2009, 11 in 2010, 254 in 2011, 130 in 2012, 108 in 2013, 23 in
2014, and 4 in 2015. See

came to Denmark through family reunification. Their
arrival years are not included here, as our focus is on refugees who arrived through the resettlement
program. However, the total of 880 shown in
Table 9
includes both; initially resettled refugees and
those who came to Denmark through family reunification.

3.9. Literacy rate and residency status by age group
The most critical aspect of our report focuses on the issue of statelessness faced by resettled
Bhutanese refugees in Denmark. Statelessness was the primary reason why we left refugee camps
in Nepal to resettle in Denmark, and it remains the biggest challenge we face in Denmark. During
the resettlement process, we were informed that citizenship could be obtained after fulfilling certain
conditions and residing in Denmark for some years. However, despite being in Denmark for over
a decade, we have not yet been granted Danish citizenship due to the strict immigration and
naturalization laws in place. Illiteracy among members of our community has impeded our ability

to meet naturalization requirements as it limits their capacity to learn Danish, which in turn hinders
their job opportunities, creating a significant obstacle in fulfilling the conditions for permanent
residency and citizenship.
We were already aware that elderly illiterate individuals above 50 years old and those who arrived
in Denmark at an early age are the most deprived groups in our community facing challenges in
acquiring citizenship. The statistical data we have obtained confirms this, providing essential
insights into the challenges faced by our community in Denmark.
To confirm which age group of people are mostly deprived of acquiring citizenship, we have
categorized them into five different age groups, specifically 0-18, 18-30, 30-40, 40-50, and 50+,
and have determined their literacy rate and residential status. The rationale for classifying people
into these different age groups is that the abilities, legal accessibility, and issues of each of these
age groups are distinct.
Our analysis of the data presented in Table 10 shows the number of individuals categorized into
different age groups based on their residency status (stateless with temporary residency (TR),
permanent residency (PR), and citizenship) and their literacy status (literate or illiterate). Further
analysis of each of the obtained data is presented below the table for better comprehension.

3.9.1. Literacy rate
Our analysis reveals that there are currently 1045 Bhutanese community members residing in
Denmark. But, as our focus is on determining the stateless situation of only the individuals who
directly belong to the Bhutanese community, we have considered only 1010 (1045-35=1010)
individuals for analysis. These 35 individuals excluded here are those who came to Denmark
through family reunification, and they don’t have statelessness issue as most of them have
citizenship in other countries. Among 1010, 289 individuals are 0-18 years old and have a 100%
literacy rate due to mandatory schooling in Denmark. In the age group of 18-30, out of 202
individuals, 7 are illiterate due to the lack of proper education in camps in Nepal or other reasons
such as physical or mental conditions. In the age group of 30-40, 22 out of 211 individuals are
illiterate. In the age group of 40-50, 43 individuals out of 107 are literate, while 64 are illiterate,
resulting in a literacy rate of 40%. These individuals were born in Bhutan and primarily didn’t
attend school due to limited availability or the long commute required. Many did not attend
school in refugee camps in Nepal due to age constraints. In the age group of 50+, only 12
individuals out of 201 are literate, resulting in a literacy rate of 5.97% (see

3.9.2. Residency Status
Upon analyzing our connected data, it has been discovered that only 155 out of 1,010 individuals
from the resettled Bhutanese community have managed to obtain citizenship, while a mere 45 have
obtained permanent residency, which amounts to 15% and 5%, respectively. The remaining 810
individuals possess only temporary residency status, which constitutes 80% of the resettled
refugees. It is worth noting that out of the 155 individuals who have obtained citizenship, 138 are
children born in Denmark to stateless parents with direct access to citizenship.This means that only

17 individuals, which constitutes a meager 2% of the initially resettled refugees, have succeeded in
obtaining Danish citizenship by fulfilling the requirements for naturalization.
Our data analysis reveals that 99 individuals (1.5 generation) who were born outside Denmark and
are currently under the age of 18, along with 201 individuals over 50 years old, are among the most
deprived age groups. These 99 individuals born outside Denmark must wait until they turn 18 to
apply for permanent residence and thereafter citizenship. And in regards to the situation of 201
individuals over 50 of age, only one has successed in obtaining citizenship. These statistics are
disheartening and cast a negative light on Denmark's commitment to providing a permanent
resolution to the long-standing Bhutanese refugee predicament in Nepal, which Denmark had taken
the initiative to address by bringing them to Denmark. The failure of UNHCR is also evident, as
they initiated the resettlement program but couldn't follow up to see if their goal was fully achieved.

Figure 8
presents a pie chart displaying the residency status of 1010 Bhutanese community people
currently living in Denmark. The chart shows that 80% or 810 individuals are stateless individuals
with temporary residency (TR), represented by the red color. Meanwhile, 5% or 45 individuals,
represented by the yellow color, have successfully acquired permanent residency (PR), and 15%
or 155 individuals, represented by the green color, have obtained Danish citizenship. Notably, the
number of individuals granted citizenship exceeds those with permanent residency because
children born in Denmark to stateless parents get direct access to citizenship. Out of the 155
individuals who have obtained citizenship, 138 were born in Denmark to stateless parents and were
granted citizenship directly.

obtaining citizenship should not be a significant hindrance for those who have not yet received it.
They have direct access to citizenship and are likely to be granted it soon. This group includes
newly born individuals who have not yet applied for citizenship, those who have applied and are
awaiting a response, or those who have not yet applied or had their application denied due to errors
in their parents' residency status.

The pie chart in

illustrates the residency status of 820 individuals (first generation) who
were born in refugee camps in Nepal, Bhutan, or India but not in Denmark. The chart shows that
only 17 individuals, or 2% of the total, represented by the green color, were able to acquire
citizenship by fulfilling the requirements of naturalization. In addition, 45 individuals, or 6%,
represented by the yellow color, have obtained permanent residency (PR), while the majority of
individuals, 758 or 92%, represented by the red color, have been granted only temporary residency
(TR).

Our community is grappling with a statelessness issue that is affecting people in different ways
depending on factors such as immigration and naturalization laws, health, and literacy levels. To
understand the problem better, we divided individuals into five age groups and analyzed their
residency status. Our findings show that those most impacted by statelessness are individuals under
18 who were born outside of Denmark and those over 50 who are illiterate. According to our data,
99 (Table
11)
individuals were born outside Denmark and are currently under 18 years, and 201
(Figure
11,
194+6+1=201) individuals above 50 years old are particularly vulnerable.
These 99 individuals born outside Denmark must wait until they turn 18 to apply for permanent
residency and thereafter citizenship. From 18 to 19, they can apply for permanent residence permit,
and the processing time for approval is ten months. Applicants must be working or studying at the
time of application and until it is approved. And after that, to acquire Danish citizenship by
naturalization, the applicant must have a permanent residence permit for a minimum of one year
when the bill on naturalization is passed and must have been working for at least three and a half
years while the bill is passed. This means that even if everything goes smoothly, the applicant will
be at least 25 years old by the time they receive citizenship. And this won't be possible unless they
quit their higher education. Those who choose to receive a university education will be above 30
years of age at the time they acquire citizenship.
This situation poses a challenge to the Danish government as it may lead to a loss of skilled
manpower in the future. For example, children like Chhaya Rai, who arrived in Denmark in 2012
at the young age of one and have known no other home than Denmark, are among those who are
most affected. Chhaya has been living in Denmark since she was nine months old, and her younger
sister, born in Denmark, already has citizenship. However, Chhaya will still have to wait over 15
years from now to become a Danish citizen solely because she was not born in Denmark. This
prolonged wait for citizenship for children like Chhaya is a violation of children's right to
citizenship, and the Danish government must review its naturalization laws to address this issue.

In Figure 11, a bar graph displays the residency status of resettled Bhutanese refugees in Denmark
including Danish-born (second generation) children, categorized into five age groups: 0-18, 18-30,

Within the 0-18 age group, 151 individuals are stateless with temporary residency, and 138 have
acquired citizenship, bringing the total to 289 individuals. Out of these, 190 individuals were born
in Denmark and have direct access to citizenship, while the remaining 99 individuals under 18
years old were born outside Denmark, in refugee camps in Nepal and therefore, they don’t have
direct access to citizenship. To obtain citizenship, they must follow the standard procedure, starting
with applying for permanent residency after turning 18. Therefore, none of them have even

permanent residency, making them one of the most affected age groups in terms of obtaining
citizenship.
In the 18-30 age group, there are 174 stateless individuals with temporary residency, 19 with
permanent residency, and only 9 individuals who have successfully acquired Danish citizenship.
In the 30-40 age group, 192 individuals are stateless with temporary residency, 14 have permanent
residency, and only 5 individuals have achieved citizenship. In the 40-50 age group, 99 individuals
have temporary residency, 6 have permanent residency, and only 2 individuals have succeeded in
acquiring citizenship. In the 50+ age group, 194 individuals are stateless with temporary residency,
6 have permanent residency, and only 1 has succeeded in achieving citizenship. These individuals
above 50 are the most vulnerable, with only approximately 6% being literate, which is the primary
factor hindering them from attending naturalization. For the majority of these individuals, it is
impossible to fulfill the requirements for naturalization and acquire citizenship. Without the Danish
government addressing their issue by providing special dispensation to gain access to citizenship,
almost 99% of this age group will remain stateless for life.
The number of individuals who have acquired permanent residency and citizenship are seen
declining in the graph as the Age Groupsgoes up. This is due to the decreasing literacy rate as the
age group increases. Refer to

3.10. Labor force status
One of the requirements for resettled Bhutanese refugees in Denmark to obtain citizenship is to
have three and a half years of job. However, many of these individuals are unable to meet this
requirement due to their inability to learn the Danish language, which is compounded by high levels
of illiteracy among the elderly population. According to our data analysis, only 309(31%) of the
total population of 1010 individuals are employed full-time.
Further analysis of the data shows that there are 653 individuals within the age group of the labor
force. Of these individuals, 309 are employed full-time, 52 are employed part-time, 16 work in
flexible or substitute positions, 113 are students, 81 have taken early retirement, 68 are pensioners,
and 82 are unemployed. Only those 309 individuals who work full-time can meet the job
requirement for permanent residency and eventual citizenship, provided they have been employed
for the last three and a half years. In addition, 113 individuals currently studying may eventually
meet the job requirement by working after completing their education, but it will take many more
years.
However, the remaining 299 individuals, consisting of 52 part-time workers, 16 flexible/substitute
workers, 82 jobless individuals, 81 early pensioners, and 68 pensioners, may never be able to fulfill
the job requirement for citizenship. Moreover, the actual number of individuals who cannot meet
this requirement may be even higher than 29, since some of those employed full-time are also
illiterate and thus unable to fulfill the language requirements.
The number of individuals who have retired early (81) exceeds the number of elderly pensioners
(68). This is because the majority of resettled Bhutanese refugees in Denmark are extremely
vulnerable, with issues related to physical and mental health as well as illiteracy. The number of
jobless individuals and those doing flexible jobs is also quite high, at 82 and 16 individuals
respectively. In Denmark, no one is allowed to stay at home without working and receive social
benefits, so these individuals must have some genuine issue, either physical or mental, that prevents
them from working. However, many of them are still engaged in training jobs, which we have
classified as jobless, as they are not counted as jobs for fulfilling the job requirement for permanent
residency and citizenship.
If training jobs, substitute jobs, flexible jobs, and part-time jobs were counted as full-time jobs for
fulfilling the job requirement for permanent residency and citizenship, many more people would
be able to meet the requirement for permanent residency and citizenship.

Furthermore, we have analyzed the obtained data categorizing them into 5 different age groups (0-
18, 18-30, 30-40, 40-50 and 50+) since their status varies with different age groups of people. Here
is the interpretation of our data analyses. As individuals under 18 years are not subjected to the
workforce, we have considered all 289 individuals as students. Among the 202 individuals in the
18-30 age group, 88 are working full-time, 8 are working part-time, 2 are doing flexible or
substitute jobs, 18 are jobless, 84 are studying, and 2 individuals have retired early. Most of the
people in this age group are students, and among the 18 jobless individuals, some are seeking
employment after completing their education or have recently quit or been fired from their job.
Individuals in the 30-40 age group are more active in the job market, as they do not belong to the
normal age group for studying. Of the 211 individuals in this age group, 147 are working full-time,
15 are working part-time, 2 are doing flexible or substitute jobs, 18 are jobless, and 2 individuals
have retired early. In the 40-50 years age group, out of 107 individuals, 50 are working full-time,
16 are doing part-time jobs, 2 individuals are doing flexible or substitute jobs, 16 are jobless, 5 are
studying, and 18 individuals have retired early.
As only 6% of the people in the 50+ age group are literate, their access to jobs is also very limited.
Only 24 individuals out of 201 have managed to find full-time jobs. The other 13 individuals are

4. Conclusion
Due to Denmark's strict immigration and naturalization laws, it is extremely challenging for
resettled Bhutanese refugees in Denmark to obtain Danish citizenship. Our data analyses reveal
that, out of the 845 initially resettled refugees, only 17 individuals (2%) have been granted
citizenship, and an additional 45 have completed the first mandatory step by obtaining permanent
residency. This low number highlights the significant issue of statelessness among the resettled
Bhutanese refugees in Denmark.
The situation is particularly dire for the 201 elderly illiterate refugees over 50 years of age. Only
one of them has been granted citizenship, and six have secured permanent residency. Of the 201,
only 12 individuals are literate, and only 24 individuals work full-time. Unfortunately, 194 of these
refugees, who currently have only temporary residency, may never be able to obtain citizenship
due to the need to pass active citizenship, language, and citizenship tests.
For 99 refugees (1.5 generation) who arrived in Denmark at a young age and are currently under
18, the situation is especially challenging. They will need time to pursue a university education to
prosper their life and fulfill job requirements before they become eligible for citizenship, which
could take until their early thirties. Despite having grown up in Denmark with no other home, they
still face a prolonged wait to become Danish citizens depending on their current age.
To help these refugees fulfill the job requirements for permanent residency and citizenship, one
possible solution is to count training jobs, substitute jobs, flexible jobs, and part-time jobs as full-
time jobs. Additionally, exempting illiterate individuals from language and citizenship test
requirements could enable more people to access citizenship. However, at present, all refugees
must meet the same requirements.
While the severity of the situation differs for individual refugees, access to citizenship is a
significant concern for all resettled Bhutanese refugees in Denmark. The other age groups of
refugees are relatively less affected, but the problem is still severe. It is essential that the Danish
government recognizes the gravity of the issue and takes appropriate measures.
Importantly, the Bhutanese refugees in Denmark were brought to the country by the Danish
government itself under the UN quota to live here permanently, unlike other immigrants.
Furthermore, most of us are UNHCR-verified vulnerable individuals due to physical and mental
health issues as well as illiteracy. Despite several attempts to repatriate, Bhutan has refused to take
us back, and the international community has also failed to facilitate our return. Denmark, which
had committed us to resettle permanently in Denmark, is also indirectly denying us citizenship by
generalizing our situation with that of other immigrants and imposing the rigorous immigration and
naturalization laws. Moreover, the UNHCR, which initiated the resettlement program, is also not
showing any genuine concern. As a result of all these, we have been stateless for the last three
decades, with no other choice but to continue living as stateless individuals in Denmark.
The low number of Bhutanese refugees who were initially resettled and have since obtained
citizenship is evidence of the failure of both the UNHCR and the Danish government. For us, the
resettlement program has been nothing more than relocation. The international community has also
neglected our issue, leaving us forgotten and stateless. Denmark’s participation in the UNHCR

program should be on the terms mentioned in the UNHCR’s Resettlement Handbook, which
defines resettlement as the selection and transfer of refugees from a State in which they have sought
protection to a third State which has agreed to admit them – as refugees – with permanent residence
status. Therefore, it is imperative that the Danish government recognizes our situation and provides
a solution, either by granting us citizenship directly or by offering special dispensation that gives
us easy access to citizenship.
By means of this report, ABC Danmark on behalf of all resettled Bhutanese refugees in Denmark
appeals to the Danish Government to take immediate action to address the statelessness issue of
resettled Bhutanese refugees in Denmark.
