● Urban.brussels (auparavant Bruxelles Urbanisme et Patrimoine) est une
administration de la Région de Bruxelles-Capitale.
● Son objectif principal est de soutenir le développement territorial de la
Région de manière durable, en mettant en œuvre la politique régionale
en matière d’urbanisme, de patrimoine culturel mobilier et immobilier et
de gestion des programmes opérationnels de revitalisation urbaine ainsi
que l’octroi de primes à l’amélioration de l’habitat pour les particuliers.
● Urban mène ces missions au moyen de la Direction Générale et de 6
unités administratives :
• Direction de l’Urbanisme
• Direction du Patrimoine culturel
•
Direction de la Rénovation urbaine (DRU)
• Direction Connaissance et Communication
• Direction des Affaires juridiques
• Direction Personnel et Organisation.
Urban assure également le secrétariat de 3 organes : la Commission Royale des
Monuments et des Sites, le Collège d’Urbanisme et le Collège d’Environnement.

Zone de Revitalisation Urbaine - 2020
La ZRU est la zone, en principe continue, composée de
secteurs statistiques, dans laquelle la réunion des conditions
cumulatives fait apparaître que les conditions de vie des
habitants y sont moins bonnes que dans les autres secteurs
statistiques de la région de sorte que le niveau de vie y est
moins élevé.
Les opérations et programmes, au sein de la ZRU, ont
notamment pour but d’améliorer les conditions de vie de ses
habitants.
3 paramètres de base cumulatifs :

● Densité de population
● Revenu médian
• Révisée tous les 5 ans (à chaque législature)

Les Contrats de Quartier Durable ~ CQD
Le Contrat de Quartier Durable est un
plan d'action limité dans le temps
et l'espace,
conclu entre la
Région,
la
commune
et les
habitants
d'un
quartier bruxellois. Il fixe un programme d’actions et opérations à réaliser
avec un
budget défini de +/- 15 millions €
et s’appuie sur une forte
participation citoyenne.

OPÉRATIONS IMMOBILIÈRES

LOGEMENT
Production de logements destinés en priorité aux bas (et moyens) revenus,
avec critères d’écoconstruction.
Adaptation de certains logements aux besoins spécifiques des moins
valides.
●
ÉQUIPEMENTS ET INFRASTRUCTURES DE PROXIMITÉ
Priorité aux équipements et infrastructures consacrés à l'enfance et à la
jeunesse, notamment la création ou la rénovation de structure d’accueil de
la petite enfance.
●
ESPACES PRODUCTIFS, ÉCONOMIQUES ET COMMERCIAUX
Construction ou transformation de lieux destinés aux entreprises et
commerces de proximité. La superficie de chaque espace ne peut excéder
500 m² par opération et chaque commerce soutenu est situé au sein ou en
bordure d’un noyau commercial existant.

Les Contrats d’Axe et d’Îlot ~ CACI
Le 27 janvier 2022, le Gouvernement bruxellois a approuvé la mise en œuvre d’un nouvel outil de rénovation urbaine
Le
Contrat d’Axe et le Contrat d’Îlot (CACI).
Dispositif à l’échelle hypra locale (basé sur 1 ou 2 îlots ou 1 axe); cet instrument agira sur des territoires spécifiques
délaissés par une politique urbaine à l’échelle de la Région (donc pas limités à la ZRU).
Actuellement, une série test de deux CACI d’un budget de 10 millions d’euros est lancée, soit 5 millions d’euros par CACI.
