C
hinese communist regime has become not only an issue, a crisis to the world
but disasters when time entered into 2023. The battle between the
democracy camp and autocracy camp in a big picture of geographical
politics is seen as the battle between the United States and China, the two big giants
on this planet, but focus in a micro picture, the warfare has started everywhere,
including Denmark, a small country with the population of 5.8 million, nearly 6 million.
The most crucial situation of our Danes is not only the declining of the business with
China, but also the security of the state, the faith of the value and the safety of
individual Danes. This report is addressing the current crucial issues in the relation
between Denmark and China, and clarifying the reasons of denying the renewal of the
Danmark-China comprehensive strategic partnership.
WHO WE ARE
The report is based on the seminar discussions titled as Denmark-China Issue
Discussion held by the Kinesisk Salon. The Kinesisk Salon is a project group providing
Chinese teaching, Chinese culture communication and Denmark-China Issue
Discussion.
The author of this temporary research report are all Danish citizens who are Chinese
origins. Their personal experiences and the knowledge of Chinese communist regime
glittered in the inputs.

KEY POINTS
In the United States, both democrats and republicans have reached a consensus that
security is much more important than economic interests, because no safety, no
money. Denmark has moved to the opposite side in the
first
phase of the unrestricted
war set by China due to the renewal of the Denmark-China Comprehensive Strategic
Partnership Agreement.
In the relation to China, the USA restrictions on investment in China Tech are being
implemented, and the majority of US
firms
don!t see China as priority for investment
or business because AmCham survey shows companies!"outlook for China is negative.
However, big families in Denmark are still driving the Danish government to renew the
Denmark-China Comprehensive Strategic Partnership Agreement. How much lost will
these big families have if the war with China started, all the members in the
democratic camp signed the agreement to give sanctions on China? In this case,
Taiwan has good experiences to share.
Taiwan has become the throat of economy circulation geographically. It is also a key to
success in the battle against China. Taiwan also has set a good example of how to deal
with the sanctions of pineapple by China.
Between democracy and autocracy, we cannot stay neutral. However, democracy has
declined and the value system has been shaken in Denmark since 2012, Jintao Hu
visited Denmark.
The analysis of the facts and evidences make the report come to the conclusion that if
it was a naiveness in signing
Denmark-China Comprehensive Strategic Partnership

years ago, it can be a sin to renew it when democracy camp now is in both an
unrestricted war and a real war with China, because it shows Denmark has stepped to
the side of China by the action of renewal.
The report also provides methodology to develop business without China, which can
be very much practical for Denmark, introduced by the panels guests of Denmark-
China Issue Discussion from the United States and Taiwan.

n 20088Denmark established a comprehensive strategic partnership with China.
Since then, the bilateral relation has been deepened and the cooperation
fields
have been expended dramatically. In order to gain considerable economic benefits
in this cooperation, Denmark pays more attention to trade and invest in China.
1.1 The Background
In May 2017, Denmark and China announced the Denmark-China Joint Work Program
(2017-2020), upgrading the comprehensive strategic partnership to a higher level,
including strengthening political, judicial, international affairs, security, national
defence, economy, transportation, infrastructure, science, education, culture, tourism,
academics, food and agriculture, public health, welfare cooperation, etc.
In November 2021, Danish foreign affairs ministry announced that

agree to renew Joint Work Programme to accelerate green transition”.
The strategic partnership is based on the premise of reaching a consensus on the
following three points (index 1):
Danish government complies to adhere to the one-China policy, do not support
Taiwan's entry into international organisations, and do not conduct official exchanges
with Taiwan.
Both sides reaffirmed their commitment to the promotion and protection of human
rights, and continued to attach importance to human rights exchanges and
cooperation on the basis of equality and mutual respect.
Both sides unconditionally condemn all forms of terrorism, strengthen consultation
and exchanges on counter-terrorism, and reaffirm that the United Nations should play
a leading role in the
fight
against terrorism.
1.2 Heavy Expenses of the Strategic Partnership

1.2.1 Chinese government regards Uighur as a terrorist organisation. This means, while
the partnership between Denmark and China is set up, according to the consensus of
strategic partnership on point 3, Denmark is officially announced that it is a supporter
of Chinese government in the persecution of Uighur.
1.1.2 Chinese government regards Falun Dafa(also called Falun Gong) practice as sect
and terrorist group. Although Denmark granted asylum permission to Uighur and Falun
Dafa practitioners who were persecuted in the homeland, the demonisation of Falun
Dafa by the Chinese communist party was reprinted by the Danish media. This has
deeply influenced Danes’ and changed the cognition on the protection of human
rights.
As a result, there came an unwritten rule that Danish media would not discuss no
condemn the persecution of Falun Dafa practitioners openly.
In fact, Falun Dafa practice group over the world have received more than thousand
awards from all walks of life, especially in the United States and Canada.
May 13, 2023 is the 31st anniversary of Falun Dafa's introduction to the world and the
24th "World Falun Dafa Day". 
Since 1996, when "5.13" approaches each year, awards or congratulatory letters from
federal congressmen, politicians at all levels, state and town mayors in the United
States and Canada.
This year, so far three cities in Ohio have commended Falun Dafa and declared Falun
Dafa Day. They are Mayor of Mason , Barbara J Spaeth, Mayor of Sharonville, Kevin M.
Hardman, Mayor Scott Brunka of Lebanon, Presenting awards and proclaiming Falun
Dafa Day.
1.3 Economical Dependence on China
In 2021, China became the third biggest import partner for Denmark with the highest
trade surplus. (Index 2)

1.4.1 Oct 19, 2011, while Chinese foreign minister visited Denmark, the press
conference was suddenly cancelled. The reason for the cancelation was a notice from
the Chinese Embassy, saying they did not want to see the NTDTV reporter to present
on site.
1.4.2 June 14  2012, when Hu Jintao, the former President of China visited Denmark, the
reporter of NTDTV received a notice from the Danish International Press Center
informing that getting a press card for to attend the press conference, a negotiation
with Chinese embassy was a must.
1.4.3 June 5, 2013, when Yu Zhengsheng, the former Chairman of the Chinese People's
Political Consultative Conference visited Denmark, the reporters of NTDTV and Epoch
Times were refused to the press conference.
1.4.4 The symbolic cases of the declining of the freedom of speech is the Tibetsagen.

In 2012, while the former Chinese President Hu Jintao visited Denmark, Copenhagen
police stopped the Danish protesters and detained demonstrators who advocated
peacefully. The demonstrators included Tibet supporters, Falun Dafa practitioners and
China democratic protesters.
In 2015, the Ministry of Justice set up a Tibet Committee to investigate individual
incidents of the case.
In December 2017, the Tibet Committee's report concluded that Copenhagen police
had carried out a "manifestly illegal order" not to allow Chinese leaders to see
demonstrators.
In 2018, it was revealed that both the Ministry of Foreign Affairs and the State
Department had backup emails, which the Tibet Committee did not receive. It was also
revealed that police had used the same practice on previous state visits.
Therefore, the Tibet Committee reopened the investigation. The investigation covered
all the visits from China since 1995 and the potential violations besides the Danish
police.

In March 2022, the Tibet Committee issued a report in which it severely criticised the
Ministry of Foreign Affairs and the Police Intelligence Bureau. The Ministry of Foreign
Affairs has bowed to Chinese interests several times and, together with PET, has put
enormous pressure on the Copenhagen police over the years to cancel or hide legal
demonstrations during official Chinese visits. According to the report of the Tibet
Committee, this is very critical.
The Committee has investigated 212 Chinese visits, 182 million documents were
investigated, and 108 people were interrogated. Three former prime ministers, senior
officials, and some authorities in the police, defence and intelligence services.
The
final
outcome of the Tibet case is the state attorney charged two midlevel officers
for lying in court. Since then, the Tibet case has been silent. Copenhagen police
compensated more than 100 demonstrators afterwards.
1.4.5 In conclusion, the obvious consequence of the strategic partnership with China is
that over concern of the economic benefits has driven Danish authority to violate
Danish Constitution and basic moral values, behaved the same as a totalitarian
government while encountering the human rights.
1.5 The Impact of the Economical Dependence on China - Danes start self
censorship and lost political sovereignty.
1.5.1 Dansk Kina-Kritisk Selskab was established in April, 2020. While Thomas Rohden,
the chairman of Dansk Kina-Kritisk Selskab invited his friends and other young
politicians to be the board members, some of them refused politely and told him
frankly that they were afraid that their family business might be affected if Chinese
Embassy knew they joined Dansk Kina-Kritisk Selskab and provoke CCP.
1.5.2 While Anders Storgaard and Thomas Rohden help Ted Hui, a former Hong Kong
politician to
flee
out of Hong Kong, one of the Danish politicians who used to support
openly suddenly became silent and refused to speak publicly about the case. The
reason was that, she frankly spoke to Anders Storgaard and Thomas Rohden, she got
warning from the Chinese Embassy.
1.5.3 In conclusion, because of the the strategic partnership with China, Danish
politicians had to self discipline themselves to satisfied the Chinese embassy so that

they can maintain the political position. This is a sign to show that Denmark has
become a province of China politically.
1.6 The Impact on Danish Foreign Policy (Index 4)
1.6.1 In 2009, former Danish Prime Minister Lars Løkke Rasmussen met with Tibetan
spiritual leader Dalai Lama. Immediately afterward, China threatened to boycott COP
15, the Copenhagen climate change conference, and imposed a targeted informal
freeze on Danish exports. China relented only after Copenhagen sent it an oral note
reiterating its adherence to the one-China policy and opposition to Tibetan
independence.
1.6.2 February 9, 2015, Danish Prime Minister Helle Thorning-Schmidt refused to meet
with the visiting Dalai Lama. Although before taking power, she had said she would "of
course" meet the Dalai Lama as prime minister.
11.6.3 Before 2009, two more Danish prime ministers had met with Dalai Lama: Poul
Nyrup Rasmussen in 2000 and Anders Fogh Rasmuseen in 2003.
1.6.4 In conclusion, Danish foreign policy has declined to a situation to orient the will
of China rather than independent line.

s the renewal of the strategic partnership only a business cooperation between
Denmark and China? Nowadays, no one would consider in this way, except those
enterprises ignore the all related to the human value but not include money.
Then what are the reasons drive Denmark to renew the strategic partnership with
China?
2.1 The confusion of the Ideology
2.1.1 The fundamental value of Denmark is democracy and freedom of speech, while
the value system of current China is based on the autocracy of communism. Two
values of opposite nature determine the difference in ideology.
In Danish social system, the function of politics serves business. Politicians are public
servants voted by people.
2.1.2 But in communist China, all businesses serve the communist politics. Politicians
are pointed by the communist leaders. In fact, they are the controllers of the national
assets, but in the name of socialism.
2.1.3 In this case, while Danish politicians encounter Chinese politicians, all the
successful business contribute the strengthening of the communist autocracy. The
money earned from China improved the life conditions in Denmark but decline the life
quality based on freedom.
2.2 Orientation
2.2.1 When communist China applied to join World Trade Organisation (WTO), what
they wanted is business benefit without duties - follow the WTO rules.
2.2.2 A lot of agencies, most of them are overseas students and scholars, have been
sent out by the communist China to steal high tech knowledge and information from
the partner countries, including Denmark.

2.2.3 Communist China uses economic coercion and unrestricted warfare to threaten
its business partners when they did anything CCP not satisfied. This is obvious in
Denmark.
Currently, the foreign policy of Denmark is money(business) orientation, especially in
the relation with China.
Due to the ideology difference, in the bilateral ties of Denmark and China, money
orientation policy of Denmark has already provided a good opportunity that the
autocratic China can use this policy to suppress Denmark.
2.2.4 It results in a very brutal reality that the decline of Danish value right now is
changing Denmark from democracy to an autocracy gradually in a very subtle way.
2.3 Knowledge of China’s data (Index 5)
2.3.1 Communist China is well known not only in fake news but also in data. In order to
create political achievements, fake data has become a political tool of the CCP. While
the western media reprint the news from China, it is doing a volunteer job to help the
CCP to do the big propaganda.
2.3.2 “China (CCP) Statistics Bureau has been providing false data, more often for
political needs”, said Dr.Cheng Xiaonong, a Chinese scholar living in the United States.
2.3.3 Leland Miller, chairman and president of China Beige Book International, a New
York research institution, once said that China's GDP data is not an economic
language, but a political discourse.
2.3.4 WikiLeaks disclosed in 2010 that on March 12, 2007, CCP´s Premier Li Keqiang,
the CCP Secretary of the Liaoning Province, told the US ambassador about Liaoning's
economic situation that China's GDP
figures
were "man-made" and therefore
unreliable.
2.3.5 <What happened to China's GDP statistics?> is a book by Thomas G. Rawski, a
professor of economics at the University of Pittsburgh, published in 2001. The book
says, judging from China's energy consumption, transportation and construction
material production, the actual growth rate of China's GDP from 1997 to 2000 was
"half or more" than the official data.

2.3.6 According to experts, the population of China has decreased sharply to an
estimate number of 6 hundred million - 8 hundred million during the covid pandemic.
But the official number we can
find
is still 1.4 billion.
2.3.7 This means, besides the political corruption and putrescence, China market
shrinks a lot and vastly. The output of the western investment in China can be
negative. This is also the reason that the majority of the United States’
firms
do not see
China as priority for investment.
2.4 Naiveness of the characteristic of the CCP
2.4.1 Communist China is the only country that killed its own people on this planet.
Killing has become one of the most essential ways for the CCP to maintain power.
2.4.2 Since 1949, the CCP has persecuted more than half the people in China. An
estimated 60 million to 80 million people died from unnatural causes. This number
exceeds the total number of deaths in both World Wars combined. (Index 6)
2.4.3 The harvesting of organs from executed prisoners in China started in 1984 when
a law was implemented in China that allowed the practice. The public
first
became
aware of this practice following the testimony of Dr. Wang Guoqi to the U.S. Congress
in 2001. Worldwide, organ harvesting from executed prisoners is banned as unethical. 
However, in 2006,
first
witnesses and then The Kilgour & Matas Report alleged that
organs were harvested from living prisoners of conscience, mostly from detained
Falun Gong practitioners.
The data suggests that organ procurement was
9on
demand” because organs were
harvested without acceptable consent and the donors were killed in the process.
Although the authors conceded that they were unable to conclusively prove the
allegations due to the restrictions on their investigation imposed by the Chinese
government, The Kilgour & Matas Report nevertheless provides a critical amount of
circumstantial evidence that systematic organ harvesting is indeed occurring in China.
They sadly concluded that the allegations of systematic organ harvesting specifically
targeting Falun Gong followers are true. Their report further notes that the
government-sanctioned persecution of innocent victims as practiced by China
represents a new form of evil in the world. (Index 7)

2.4.4 As a result, in the bilateral ties, what Denmark wants is business benefit, while
what the communist China wants is the life of Denmark.

n the last hundred years, the sudden invasion by the communist spectre has
created a force against nature and humanity, causing limitless agony and tragedy. It
has also pushed civilisation to the brink of destruction. Having committed all sorts
of atrocities that violate the Tao and oppose heaven and the earth, it has become an
extremely malevolent force against the universe.
3.1 The renewal of the Danish-Chinese Comprehensive Strategic Partnership will
result in a short term economic interest but lost in a long run.
3.1.1 Internationally, decoupling with communist China is happening. One track is that
big companies more or less force their suppliers to move out of China. Another track
is that they are actively moving the production out of China. Denmark is unable to
survive if Danish big companies do not follow.
3.1.2 Most of the big international companies are already, moving their own production
out of China. For example, The world largest consumer electronics company Sony had
completely moved their production including OEM/ODM to Thailand. Apple is moving
step by step to India and other countries. Headset headphone production has moved
out
first
and i-phone production is moving partly. 
3.1.3 Majority of the world big companies have been pushing their suppliers to move
out of China. For example, Harman, the biggest audio company owning many big
brands, e.g. JBL has more than 50% market share of BT speakers, it is also the biggest
automotive audio system supplier to many big car manufacturers, is requesting their
supplier to move to three countries: Vietnam, Mexico and Thailand. 
3.1.4 Almost all the international consumer electronics companies have a strict China-
plus-one requirement for their suppliers. That means the must-to-have conditions as a
qualified supplier is to have one production site outside China.
3.1.5 It is obvious that companies mentioned above have been warned by their
governments to start preparing the decoupling with China. So they will not run into

trouble if the government decides to decouple with China as a nationwide strategy
and get strong reaction from China at that future time. As a result, if Danish
government does not to do the same, when all western governments
finished
the
decoupling with China, an un-estimated loss will no doubt happen to the big Danish
companies, losing the opportunity to seize the new market.
3.2 Denmark will lose trust from the democratic alliance geographically if the
renewal of the Danish-Chinese Comprehensive Strategic Partnership is done.
3.2.1 According to the news, Seagate
fined
$300 million for shipping 7.4 million hard
drives to Huawei. It is the largest standalone penalty ever issued by the Bureau of
Industry and Security of the Unite States. This shows how
firm
the US governments is
in decoupling from China. (Index 8)
3.2.2 Denmark’s renewal of the strategic partnership with China is a counter wise
action to the United States current policy to China, which means Denmark is not on
the side of the United States and other allies.
3.3 If the renewal of the strategic partnership with China is done, it will make
Denmark to become a remote province of the communist China, which means
Danish people will naturally self censor just like Chinese people.
3.3.1 Danish government will be shivering whenever Denmark does not satisfy the
communist China’s requirements in whatever way. Thus, freedom of speech,
democracy might no longer exist.
3.3.2 Big Danish companies
The final outcome of the Tibet case: The state attorney
charged two midlevel officers of lying in court. Since then, the Tibet case has been silent.
Copenhagen police compensated more than 100 demonstrators afterwards.
Denmark might become the servant of the communist China regime, treating Danish
people just like the CCP does.
3.3.3 Denmark will still maintains its name but without any inner sense.
3.4 Intellectual property (IP) stealing done by communist China has been leading to
huge losses from western countries including Denmark. If Denmark keeps being a

friend by renewing the strategic partnership with China, it means Denmark is
willing to be cheated.
3.4.1 One of the promises from communist China when entering the WTO was to stop
IP violation nationwide massively in China after some time. But the CCP has done
seriously to stop this. It is a CCP lying nature that they will only do things on the
surface instead of increasing it to a moral level. 
3.4.2 Denmark is also suffering from CCP IP stealing too. One example is the pre-
bending wind blades avoiding the blades hitting the tower of the wind turbine in
strong wind. The length of the blades are longer and longer. Many are more than 70
and even 80 meters long. The risk of the tip of the blades hitting the tower is high
when the blades are pushed by the wind. LM wind power A/S had this patent and had
been granted by China patent bureau. But after some time, they de-qualified the
patent and gave it to a Chinese company claiming they invented this earlier. This lead
to huge lost of LM wind power IP income since wind turbines are highly promoted by
the Chinese government using subsidies and low interest rate loans to the
companies. 
3.4.3 Another example is the expensive technical software license IP violation in China.
Taking computer simulation software as an example.
Communist China always do computer design, adjustment and virtual test using
software instead of making actual prototypes. It normally cost half a million to several
million DKK. It is very popular or even a default approach to use illegal licenses to do
simulation in companies.
After it became a mainstream product development platform, they buy one license to
cover up the legal challenge and use many illegal licenses. One may imagine how
much the western countries lost for so many companies using illegal licenses in China.
Simulation software is just one example. There are many industry examples like this.
CCP never keeps their promises to stop stealing IP all over China.

unique views and practical examples to decouple from China without
economic lost.
Economic dependence on China has become a powerful bullet for communist China
to kill the western politics, to cause conflicts and divide the western alliance internally,
to shake and then remove the western values. It is almost succeeded in changing the
colour of the free west.
4.1 Fighting back starts from the United States and the recognition of the
characteristic
of the CCP and
state security

4.1.4 Culture warfare has been always effective during the WII and cold war time.
Nowadays, it is the same. The United States pioneers as always in the culture warfare

Shen Yun Performing Arts has a background of Falun Dafa, a spiritual practice of the
universal principle of Truthfulness, Compassion and Forbearance. Taiwan people know
it very well. Since Taiwan shares the same roots and origins of the Chinese traditional
culture, besides mainland China, Taiwan owns the second large population of the
Falun Dafa practitioners.
Not like Danish, Taiwan people never consider Falun Dafa as a sect because they know
