Dear Secretary-General,
I am pleased to write to you on behalf of the United Nations Office of Counter-Terrorism
(UNOCT) and would like to firstly express my sincere appreciation for the fruitful collaboration
that we have established between the Parliamentary Assembly of the Organization for Security
and Co-operation in Europe and our UNOCT Programme Office on Parliamentary Engagement.
In June 2022, we had the honour to count on the participation of your distinguished Regional
Parliamentary Assembly at the
High-Level Conference on Parliamentary Support to Victims of
Terrorism,
which the UNOCT Programme Office on Parliamentary Engagement organized in
Rome, Italy, in cooperation with the African Parliamentary Union, the Parliamentary Assembly
of the Mediterranean, the Parliamentary Assembly of Organization of Security and Co-operation
in Europe, and the Shura Council of the State of Qatar.
During the Conference, our Office presented the
Model Legislative Provisions (MLPs) to
Support the Needs and Protect the Rights of Victims of Terrorism,
which serves as a model to
review and enhance existing national laws and procedures related to victims of terrorism and
facilitates the development of national legislation where applicable. The MLPs also systematize
and promote the exchange of information between Member States regarding good practices
supporting and protecting victims of terrorism. The Conference raised awareness among
parliamentarians as key actors in ensuring parliaments include the provisions in their national
legislations and concluded with a call for concrete proposed plans of action at the national level.
To this end, the UNOCT Programme Office on Parliamentary Engagement is currently
designing a plan to provide legislative technical assistance to national parliaments that are
interested in enhancing and/or developing their national legislation and establishing national
comprehensive assistance plans to protect the rights and support the needs of victims of
terrorism, in accordance with the MLPs. In this regard, I would like to kindly seek the support of
the Parliamentary Assembly of the Organization for Security and Co-operation in Europe in
identifying Member Parliaments that are interested in receiving technical support from the
UNOCT Programme Office on Parliamentary Engagement on the incorporation into the national
legislation of the MLPs on Victims of Terrorism.
Our Office would be grateful to receive your views on the provision of technical support
through the UNOCT Programme Office on Parliamentary Engagement to enhance national
legislation on victims of terrorism of the Parliamentary Assembly of the Organization for
Security and Co-operation in Europe’s Member Parliaments in accordance with the MLPs on
