Dear Members,
In recent weeks, there have been several expressions of concern regarding the holding
of our 2023 Winter Meeting in Vienna. These have been voiced through letters circulated
amongst Delegations, in the media, or directly to us. Let us reassure you that these concerns
have been the topic of numerous consultations between the PA’s political leadership, the
International Secretariat, the executive structures of the OSCE in Vienna, and Austrian
authorities.
Although we sympathize with the reservation expressed by some Delegations about
participating in the Winter Meeting given the expected presence of the Delegation from the
Russian Federation, let us confirm that the Winter Meeting will take place as planned on 23-
24 February 2023. This decision to carry on with our preparations was taken by the President
in concertation with the International Secretariat, after consultation of the Bureau.
As we fast approach the dates of our Winter Meeting, we appeal to all PA Members to
view this event as a unique opportunity for Members of the OSCE Parliamentary Assembly to
express their overwhelming support for Ukraine and directly voice their clear condemnation of
the Russian Federation. We invite you to make full use of this Winter Meeting to discuss how
our Parliamentary Assembly can play its full part in the efforts to bring justice and help Ukraine
restore its full independence and sovereignty within its internationally recognized borders.
