The Secretary General of the United Nations (High Commissioner for Human
Rights) presents his compliments to the Permanent Representative of Denmark to the
United Nations Office at Geneva and has the honour to transmit herewith, the (advance
unedited) text of the Views, adopted by the Human Rights Committee on 25 October
2022, concerning communication No. 2754/2016, submitted to the Committee for
consideration under the Optional Protocol to the International Covenant on Civil and
Political Rights, on behalf of J.S.K.N.
Two separate opinions signed by two Committee members are appended to the
present Views.
The Secretary-General has the honour to draw the attention of the State party to
the Committee’s determination in paragraph 9 of the Views that the facts before it
disclose a violation of the author’s rights article 26 the Covenant.Pursuant to the
Committee’s request in paragraph 11, the State party is requested to inform the
Committee, within 180 days of the transmittal of the Views, of all measures undertaken
to give effect to the Views.
In accordance with the established practice, the text of the Views will be made
public.
