Foreword

Chairwoman of the German Bundestag’s Defence Committee
Europe and the world are facing major security policy challenges: on 24 Feb-
ruary 2022, the security architecture of our continent was shaken to its core
by Russia’s brutal and illegal war of aggression against Ukraine. National and
alliance defence has since been very much in the foreground for all allies and
friends. Our armed forces are having to prepare in very real terms to be cold-start
capable – i.e., ready for action at short notice. To deal with the fundamentally
altered threat level effectively, all NATO members and partners need to pull
together.
I extend a warm welcome to Finland as a new NATO member. I am very
confident that Sweden will also reinforce NATO soon.
It makes me very happy that we are coming together in Berlin in the format
of the Annual Security and Defence Forum of the Defence Committees of
Nordic and Baltic Sea Countries to exchange views, jointly discuss our options
for action and develop strategies. I wish all those participating in this event
a successful conference and look forward to many fruitful conversations
with you.

Ine Marie Eriksen Søreide
Ms Eriksen Søreide is Chairwoman of the Standing Committee on Foreign
Affairs and Defence in the Norwegian Parliament since October 2021, and was
Norwegian Minister of Foreign Affairs between 2017 and 2021 and Minister of
Defence from 2013 to 2017. She is now also head of the Norwegian Delegation
for the Relations with the European Parliament, member of the Norwegian Dele-
gation to the Interparliamentary Conference on EUs Common Foreign, Security
and Defence Policies (CFSP/CSDP) and a substitute member of the Norwegian
Delegation to the NATO Parliamentary Assembly. Prior to her governmental
appointments, she chaired the Standing Committee on Foreign Affairs and
Defence (2009-2013) and was chair of the Standing Committee on Education,
Research and Church Affairs (2005-2009). Ms Eriksen Søreide is a Member of
Parliament from the Conservative Party representing Oslo. She has been a
Member of Parliament since 2001. Ms Eriksen Søreide is a graduate of law
from the University of Tromsø.

Born on 14 June 1983 in Lich
Dr Anna Lührmann has been Minister of State for Europe and Climate at the Federal
Foreign Office since December 2021 and represents the Rheingau-Taunus - Limburg
constituency in the German Bundestag. At the age of 19, she became the youngest
member of the Bundestag. Dr Anna Lührmann is European at heart. She did a Bach-
elor of Arts in Political Science at the Open University of Hagen, a Master’s degree
in Gender and Peace Studies at Ahfad University in Sudan and another Master of
Arts in Research Training in Social Sciences at Humboldt University Berlin. She
worked at a Swedish university from 2015 to 2021 and before that she did her doc-

Lieutenant General Alfons Mais
Chief of the German Army
Born in 1962, Alfons Mais joined the German Army in 1981 as Army Aviation Cadet,
after which he majored in Economics at the Armed Forces University of Hamburg.
His first pos-tings saw him work as a helicopter pilot, Company Commander, and
Aid De Camp.
Among other assignments, after completing the General Staff Officer Course in
1996, he was deployed to Sarajevo as J2 Plans & Policy in 1999. Positions as G3
in the 1st Air Mechanised Brigade and Commander of the 101 Aviation Transport
Helicopter Battalion followed. During this last assignment, Mais was deployed to
Kosovo as the Commander of the German Joint Aviation Battalion.
In 2002 Mais took up the role of LandOps Instructor and Class Leader of the German
General Staff Officer Course in Hamburg. After a short period in the Central Affairs
Branch of the Chief of the Army, he was sent to Brussels as military advisor to the
German Permanent Representation to the European Union. During the German EU
presidency 2007 he acted as EU-Chairman of the EU/NATO Capability Group.
Before returning to the Army Staff in Bonn as Branch Chief International Affairs
in 2010, Mais was the Chief of Staff for the Airmobile Division in Veitshoechheim.
Postings as Com-mander Airmobile Brigade 1 from 2011 to 2013 and Commander
Army Aviation Centre and Director Army Aviation until 2014 followed. In 2012 he
deployed to Mazar-e-Sharif in Afghanistan as Deputy Chief of Staff Security in in
RC North.
2014 saw Mais move to Strausberg as Chief of Staff for the German Army Command.
He remained in this position until being posted to Kabul as Chief of Staff of the Res-
olute Support Mission. Returning from this deployment, Lieutenant General Alfons
Mais took over as Commander 1 German/Netherlands Corps.
After 9 month of Commanding 1 German/Netherlands Corps he was assigned as
the new Chief of Army in Strausberg. He is married and has 1 son.

Dr Pia Fuhrhop
Dr Pia Fuhrhop is currently the Deputy Head of the Research Division Internation-
al Security at the German Institute for International and Security Affairs (SWP)
where she focuses on German security and defense policy, arms cooperation
and procurement. Prior to this position, Pia was Head of the Berlin Office at the
Institute for Peace and Security Research oft the University of Hamburg. She has
served as a senior foreign policy advisor to MP Omid Nouripour (Bündnis 90/Die
Grünen) and has held positions at the German Ministry for Development Coop-
eration and the Foreign Ministry. She has published widely on German security
and defense policy, Germany’s approach to arms control and international crisis
management. She holds a PhD from Free University Berlin.
