DECLARATION
In support of Ukraine's NATO membership

National Assembly:
-
Stressing that the military aggression and the violation of internationally recognized
borders, the sovereignty and territorial integrity of states constitute the most significant
threat to international law, security and peace;
Condemning in the strongest terms Russia's continuing unprovoked and unjustified full-
scale war and the crimes against Ukraine and its people;
Insisting on holding the perpetrators of these crimes to account through identifying
effective international legal mechanisms;
Recalling its unwavering support for the sovereignty, independence, territorial integrity
and democratic development of Ukraine and for its European and Euro-Atlantic future,
as an important element for the security of the Black Sea region and the achievement of
the vision of a Europe whole, free and at peace, which correspond with the Bulgarian
national interest;
Underlining the inalienable right of individual or collective self-defence in accordance
with Article 51 of the UN Charter and the right of States to choose how to guarantee their
own security arrangements;
Recalling all adopted relevant NATO decisions and documents, the 2008 Bucharest NATO
Summit decisions on Ukraine's accession to the Alliance, and the necessity to implement
the 2022 Madrid Summit decisions;
Supporting Ukraine's aspiration to join NATO, which can be achieved when peace is
restored on the territory of the country.
Welcoming
Ukrainian people’s
wide support for
the country’s
full-fledged NATO
membership, as yet another proof it is part of the European and the Euro-Atlantic family
of democratic values and principles;
Emphasizing the importance of the NATO-Ukraine Council for the deepening of
cooperation with Ukraine,
Declares:

1. States that the most direct and preferable path to the restoration of peace in Ukraine, the
Black Sea region, and Europe is the full and immediate voluntary withdrawal of the
Russian Federation out of the internationally recognized borders of all affected sovereign
states;
2. Firmly demands the immediate cessation of the nuclear blackmail, and of all actions of
the Russian Federation in complete breach of the Charter of the United Nations, which
represent the most severe attack on the peace and prosperity of the European, and of the
Russian people;

3. Supports the Peace Formula of the President of Ukraine, Volodymyr Zelensky, which
aims to establish a lasting and just peace and to contribute to global security;
4. In order to guarantee Ukraine's ability to defend itself from the aggressor on its territory,
insists that the institutions in Bulgaria continue to provide political, financial,
humanitarian, military and military-technical support until
Ukraine’s
sovereignty is fully
restored within the internationally recognized borders;
5. Reaffirms its full and consistent support for NATO's Open Door policy, independent of
external factors, and expects the Alliance to remain steadfastly committed to it;
6. Expects the Bulgarian Government, including at the upcoming Alliance Summit in Vilnius
in July 2023, to express position in support of Ukraine's NATO membership when peace
is restored on its territory;
7. Supports the start of the planning process, the adoption of specific parameters and a
time-frame for Ukraine's accession to NATO, the deepening of the Alliance's political and
practical support to it, and the expansion of strategic relations;
8. Calls on Allies to make use of the Vilnius Summit so as to outline clear parameters on
Ukraine's path to NATO membership.
The Declaration was adopted by the 49th National Assembly on 6 July 2023 and is sealed
with the official seal of the National Assembly.
