新冠肺炎疫情期间开展婴幼儿配方乳粉产品配方注册现场核查
合�½�备忘�½�
丹麦王�½食品、农业和渔业部与中华人民共和�½�½家市场监督管理总局考虑到中丹两�½
长期以来的友�½合�½�关系，为进一步加强在婴幼儿配方乳粉食品安全领域的合�½�，经友�½协
商，就以下问题达成一致：
目的与合�½�领域
1、中华人民共和�½�½家市场监督管理总局请丹麦王�½食品、农业和渔业部协助开展现
场核查的丹麦企业应�½�具备以下条件：已获得中�½婴幼儿配方乳粉产品配方注册的企业（产
品�½检不合格的企业除外）向中华人民共和�½�½家市场监督管理总局提出的新配方注册申请
或者实质性变更注册申请，且已通过中华人民共和�½�½家市场监督管理总局组织的婴幼儿配
方乳粉产品配方注册申请材料技术审评。协助开展注册现场核查的企业名单由中华人民共和
�½�½家市场监督管理总局提出。
2、现场核查由丹麦王�½食品、农业和渔业部负责指定的丹麦主管部门执行，指定的丹
麦主管部门是丹麦�½医和食品管理局。

合�½�谅解备忘�½�的生效、修改及终止
15、此合�½�谅解备忘�½�自签�½�之日起生效，至 2023 年 12 月 31 日终止。在双方同意的
前提下，可对此期限更新或延长。
16、此备忘�½�由双方代表于 2021 年 11 月 26 日签�½�。中英文版具有同等效力。

Memorandum of Understanding
Between the State Administration for Market Regulation of the People’s Republic of China
and the Ministry of Food, Agriculture and Fisheries of Denmark
On the Cooperation of On-site Inspection of Recipe Registration of Infant Formula Milk
Powder During the COVID-19 Pandemic
The Ministry of Food, Agriculture and Fisheries of Denmark and the State Administration for Market
Regulation of the People’s Republic of China (SAMR);
In view of the long-term friendly relationship between China and Denmark, and in order to further strengthen
the cooperation within the area of infant formula food safety, have reached the following understanding
through friendly negotiation:
Purpose and Area of Cooperation
1. SAMR invites the Ministry of Food, Agriculture and Fisheries of Denmark to help to carry out the on-site
inspection for the Danish companies that should meet the following conditions: the company already obtained
the infant formula recipe registration in China (except the one whose products failed to pass the sampling
inspection); and the company applied to SAMR for new recipe registration or recipe’s substantial change
registration; and the recipe to be registered has already passed the technical assessment organized by SAMR.
2. The on-site inspection will be carried out by Ministry of Food, Agriculture and Fisheries. The designated
competent authority is the Danish Veterinary and Food Administration.

Entry into Force, Amendment and Termination
15. This Memorandum of Understanding will have duration commencing from the date of signature and until
31 December 2023. The period can be renewed or extended upon mutual agreement.
16. The Memorandum of Understanding is signed by representatives of both parties on 26 November 2021.
The Memorandum of Understanding is written in Chinese and English in duplicate. The two texts being equally
authentic.
