STATEMENT
OF THE STATE DUMA
‘‘On inadmissibility of discrimination against Russian compatriots
in the United
States
of America”
The State Duma of the Federal Assembly of the Russian Federation strongly
condemns the aggressive actions of the United States authorities against Russian
compatriots.
Over the last year, at least three hundred representatives of our compatriots
permanently residing in the United States of America have been persecuted on far-
fetched grounds by the American security services, which resulted in the statement
adopted and published on November 18, 2021 by the United States Coordinating
Council of Russian Compairiot Organizations on the suspension of their activities.
Searches and interrcgations, confiscation of personal belongings, pressure
exerted as part of investigation on a suspicion of activities without special
registration as foreign agents, which have nothing to do with reality, grossly violate
the right of Russian compatriots to maintain contact with their historical homeland,
the Russian Federation. The cultural and humanitarian projects of the United States
Coordinating Council of Russian Compatriot Organizations are carried out on the
principles of openness and cooperation in accordance with United States legislation
and are not subject to the United States Foreign Agents Registration Act.
The actions of the United States of America, in faet, forcing our compatriots
to renounce preserving the Russian language and culture and the right to their
identity, are contrary to the provisions of the Constitution of the United States, the
Charter of the United Nations and other international legal acts.

The deputies of the State Duma consider such actions as unfriendly towards
the Russian Federation and ceclare that the Russian Federation, in pursuance of the
provisions of Article 69, Part 3 of the Constitution of the Russian Federation,
provides support to compatriots living abroad in exercising their rights, ensuring
protection of their interests and preserving the all-Russian cultural identity.
The State Duma demands to immediately end the oppression of
representatives of the Russian community in the United States of America and
respect their rights.
The deputies of the State Duma call upon the Interparliamentary Assembly of
State Parties to the Commonwealth of Independent States, the Parliamentary
Assembly of the Collective Security Treaty Organization, the Parliamentary
Assembly of the Organization for Security and Cooperation in Europe, the
Parliamentary Assembly of the Council of Europe, the parliaments of the European
Union Member States, the United Nations Human Rights Council to condemn the
discriminatory policy of the United States of America towards Russian compatriots.

OF THE STATE DUMA
on the Statement of the State Duma
of the Federal Assembly of the Russian Federation
“On inadmissibility of discrimination against Russian compatriots
in the United States of America”
The State Duma of the Federal Assembly of the Russian Federation
resolves:
1. To adopt the Statement of the State Duma of the Federal Assembly
of the Russian Federation “On inadmissibility of discrimination against Russian
compatriots in the United States of America”.
2. To submit this Resolution and the above-mentioned Statement to the
President of the Russian Federation, the Government of the Russian Federation, the
United States Congress, the United Nations Human Rights Council, the
Interparliamentary Union, the Parliamentary Assembly of the Organization for
Security and Cooperation in Europe, the Parliamentary Assembly of the Council of
Europe, the parliaments of the European Union Member States, the Parliamentary
Assembly of the Collective Security Treaty Organization, the Interparliamentary
Assembly of State Parties to the Commonwealth of Independent States.
3. To submit this Resolution and the above-mentioned Statement to
“Parliamentary newspaper” for an official publication.
4. The present Resolution enters into force from the date of its adoption.
