Address to the European Parliament, international organizations and their
parliamentary assemblies, national parliaments of the world on the urgent
need to protect Ukraine's civilian population from armed aggression by
Russian invaders
Dear Members of national parliaments!
Dear Members of the European Parliament!
Dear friends!
Ukraine has sent a number of requests to the UN High Commissioner for
Refugees and the Red Cross to ensure the humanitarian corridor (post) for the
delivery of medicines, medical equipment, humanitarian assistance, evacuation
of the civilian population (children), unimpeded passage of specialized and cargo
transport, which will provide logistics for the delivery of goods to healthcare
facilities that treat victims and those wounded by shelling.
The Russian Federation must ensure that humanitarian aid, medical
assistance and supplies, as well as deliveries of food, reach without hindrance all
those for whom they are intended, especially the most vulnerable people,
including the elderly, women, children and the disabled persons. To ensure this,
humanitarian corridors must be established and secured to avoid any disruption
to essential services such as water, food, power and healthcare.
Today, several healthcare facilities are in complete or partial isolation due
to direct war actions or due to the destruction of infrastructure, namely in:
Sumy region (Sumy city, Shostka, Romny, Konotop, Okhtyrka
directions);
Chernihiv region (east and north);
Kharkiv region
(the whole region, except for the south-eastern part);
Kyiv
region (Bucha, Vyshgorod, Ivankiv, Vasylkiv, Irpin, Hostomel
directions);
Mykolaiv (Bashtanka, Snihurivka, Bereznehuvate directions);
Zaporizhzhya
region (Tokmak, Berdyansk, Velyka-Bilozerka
directions);
Donetsk
region (Volnovakha district);
Luhansk region (north);
Kherson region (Chaplinka, Kalanchak, Henichesk and Nova
Kakhovka districts).

Yesterday and today we agreed with the Russian side to establish "green
corridors" for the most vulnerable groups: women, children, the elderly in
Mariupol, Volnovakha, as well as Kharkiv through a neutral intermediary - the
International Committee of the Red Cross
Unfortunately, Russian troops begin shelling as soon as the evacuation
begins and thus violate all agreements.
We, the Members of the Parliament of Ukraine, are also ready to act as
guarantors of the security of humanitarian corridors, we are ready to accompany
transport with the civilian population.
In this regard, we appeal to you, in case if you are ready, to come to Ukraine
and together with us to ensure the security of the evacuation process of the civilian
population of Ukraine together with us.
