Dear colleagues,
As of 5:00 p.m. on February 24, the resources of the Ministry of Interior of the Republic of Moldova are engaged in
missions of management of migratory flows, humanitarian aid, and management of transit corridors and
maintenance of the public order.
After 18 days of continuous activity, it can be said that the challenges in the field of internal affairs are on the rise.
Thus, beyond the migratory and humanitarian aspect, the effects of the conflict and the decisions of the Ukrainian
authorities (such as the release of detainees, the distribution of arms to the population) translate into direct threats
linked to: trafficking of human beings and property (in particular weapons, ammunition) and prohibited or
controlled substances, child pornography, ill-treatment and torture.
Given the common border between Romania and the Republic of Moldova and the fact that France Republic holds
the rotating presidency of the Council of the European Union, we suggest that we explore together the possibility for
our States to hold an online meeting with all National Security, Defence and Public Order Committees to which we
invite the competent Committee of the Parliament and the Ministry of the Interior of the Republic of Moldova.
The objective of this debate is to raise awareness of the challenges of internal affairs and to assess the hybrid threats
to the European space and to help the Moldovan authorities to provide support to ensure the safety and security of
the Republic of Moldova and the States represented by the members of the Committees.
