Chamber of Deputies

to commemorate the genocide of the Ukrainian nation during the famine organized by the
Stalinist regime of the Soviet Union (1932-1933)
the Chamber of Deputies of the Parliament of the Czech Republic,
aware of the democratic principles on which the Czech Republic is founded, respect
for human rights and fundamental rights, and not forgetting the period of unfreedom and the
period of communist totalitarian power which the Czech nation went through, on the occasion
of the 90th anniversary of the famine in Ukraine in 1932-1933,
having regard to the Charter of Fundamental Rights and Freedoms,
having regard to the European Convention for the Protection of Human
Rights and Fundamental Freedoms,
having regard to the UN Convention on the Prevention and Punishment of
the Crime of Genocide,
having regard to the Joint Statement issued at the 58th Plenary Session of the
UN General Assembly on the 70th anniversary of the famine in Ukraine, which was
supported by 63 States, including all the (then) 25 EU Member States,
having regard to the Ukrainian Law on the "Holodomor in Ukraine of 1932-
1933", adopted on 28 November 2006,
having regard to the Resolution 535 of the Chamber of Deputies of the
Parliament of the Czech Republic of 30 November 2007, adopted on the occasion of
the 75th anniversary of the 1932-1933 famine in Ukraine,
A. whereas respect for human rights and fundamental freedoms are
fundamental principles on which the Czech Republic and the European Union are
founded,
B. whereas the UN Convention on the Prevention and Punishment of the Crime
of Genocide criminalizes a number of acts committed with intent to destroy, in whole
or in part, a national, ethnic, racial or religious group; killing members of such a
group; causing grievous bodily harm or mental harm to members of such a group;

deliberate inflicting on such a group conditions of life as to bring about its physical
destruction in whole or in part; measures taken within such a group to prevent the birth
of children; and the forcible transfer of children of the group to another group,
C. whereas the famine of 1932-1933, which caused the deaths of millions of
Ukrainians, was cynically and cruelly planned by Stalin's regime to enforce a policy of
collectivization of agriculture against the will of the rural population in Ukraine,
D. whereas commemorating crimes against humanity in European history
should help to prevent similar crimes from occurring in the future,
E. whereas European integration has been based on the readiness to come to
terms with the tragic history of the 20th century and on the recognition that
reconciliation with a difficult history does not denote any sense of collective guilt, but
rather forms a stable basis for the building of a common European future based on
shared values and a shared and interdependent future,
the Chamber of Deputies of the Parliament of the Czech Republic
declares before the people of Ukraine, in particular the survivors of the famine
and the families and relatives of the millions of victims, that it
a) recognizes the artificially instigated famine of 1932-1933 in Ukraine as an
appalling crime of genocide against the Ukrainian people and against humanity;
b) strongly condemns these crimes against the Ukrainian people, as well as the
mass repression and the violation of human rights and freedoms;
c) honors with deep sorrow the memory of the victims of the famine in
Ukraine, which was deliberately instigated by the monstrous totalitarian regime in
1932-1933 in order to break the resistance of the Ukrainian people to forced
collectivization and to crush their national self-esteem;
d) expresses, on behalf of the Czech nation, its deepest condolences to the
relatives and loved ones of the millions of people who were victims of the famine
deliberately and purposefully instigated by the criminal Stalinist regime;
e) expresses, in the context of the current war aggression by the Russian
Federation against Ukraine, its determination to contribute to the promotion of
international principles, including the detection of the perpetrators of these crimes,
which would prevent a similar tragedy from being repeated anywhere in the world in
the future.
