SEIMAS OF THE REPUBLIC OF LITHUANIA
RESOLUTION
ON CONDEMNING THE RUSSIAN FEDERATION’S AGGRESSION
AND WAR CRIMES IN UKRAINE

Vilnius
The Seimas of the Republic of Lithuania,
having regard to
the provisions of Resolution XIV-930 of the Seimas of the Republic of
Lithuania of 24 February 2022 on the Aggression of Russia and Belarus against Ukraine,
Resolution No XIV-931 of the Seimas of the Republic of Lithuania of 10 March 2022 on the
Granting of EU Candidate Status to Ukraine and Ukraine’s Full Membership of the European
Union, and Resolution No XIV-941 of the Seimas of the Republic of Lithuania of 17 March 2022
on Active Measures to Ensure the Security of the Civilian Population and Critical Infrastructure
in Ukraine;
recalling
the United Nations General Assembly Resolution of 2 March 2022 on the Russian
Aggression against Ukraine and Resolution of 24 March 2022 on Humanitarian Consequences of
the Aggression against Ukraine;
welcoming
the United Nations General Assembly Resolution of 7 April 2022 on
Suspension of the Rights of Membership of the Russian Federation in the Human Rights Council;
considering
the aggression of the Russian Federation against Ukraine and the large-scale
and unprovoked war in Europe as an attempt to destroy the European security architecture based
on the rules and values of international law, and as a brutal attack on freedom, democracy and
Western civilisation based on respect for the rights of every human being and citizen;
shocked
by the testimonies coming from Bucha, Irpin, Borodyanka, Mariupol, Kramatorsk
and other parts of Ukraine about the crimes committed by the troops of the Russian Federation
against the Ukrainian civilian population, including women and children;
stressing
that the killing of civilians, the abduction of people from the occupied territories
of Ukraine and their forcible transfer to the Russian Federation, as well as the targeted attacks on
civilian infrastructure and the brutal behaviour of the Russian troops, which reaches beyond the
norms of the civilised world, constitute war crimes and crimes against humanity under
international law, for which legal accountability will be sought;

considering
that the sanctions imposed on Russia so far are insufficient and fail to deliver
the expected results of ending the war and restoring the integrity and sovereignty of the entire
territory of Ukraine;
emphasising
that the Russian Federation bears liability for the outbreak and consequences
of the war, including the payment of reparations,
strongly condemns
the continued military aggression, war crimes against sovereign
Ukraine and its people as well as crimes against humanity committed and being committed by the
Russian Federation, with the complicity of the Republic of Belarus;
calls on
Ukraine and the international community to urgently and thoroughly document
the crimes committed by the Russian Federation on the territory of Ukraine and to set up an
international criminal tribunal with a view to bringing all perpetrators to justice;
proposes
that, after due consideration of the legal consequences, the war crimes and crimes
against humanity committed by the Russian Federation be qualified as genocide of the Ukrainian
people;
invites
the international community to continue to provide Ukraine with a wide range of
weapons to enable Ukraine to defend its freedom and sovereignty, to restore the integrity of its
territory and to prevent further mass killings of civilians;
condemns
the Russian Federation’s claims that the Russian Federation may decide to use
weapons of mass destruction and stresses that any use of such weapons is unacceptable and that
the response of the international community, NATO and the European Union to such a move must
be the strongest possible;
demands
that the Russian Federation immediately withdraw its troops from the occupied
regions of Moldova and Georgia and from the Republic of Belarus;
encourages
the further substantial strengthening of sanctions against the Russian
Federation and the Republic of Belarus until the Russian Federation withdraws its troops from the
entire territory of Ukraine, including Crimea, and
stresses
the need to ensure that the
implementation of the sanctions already imposed is comprehensive and effective, both at national,
European Union and international level;
welcomes
the decision of the Government of the Republic of Lithuania to completely
abandon gas imports from the Russian Federation and
urges
the EU Member States and NATO
member countries and their allies to introduce a full embargo on imports of oil, coal, nuclear fuel
and gas from the Russian Federation;
advocates
the confiscation of all assets of Russian Federation officials or oligarchs linked
to Vladimir Putin’s regime, their confidants and those who provide cover for and empower them,

and the revocation of their Schengen or national visas, with a view to the total and immediate
banning of ‘golden’ passports, visas
and residence permits in the European Union;
appeals
to all states of the world which recognise and respect the principles of international
law urging them not to assist, enable or allow the Russian Federation and the Republic of Belarus
to circumvent and avoid the sanctions imposed on them for the military aggression, war crimes
and crimes against humanity perpetrated by them;
welcomes
the actions of the Republic of Lithuania and other EU Member States and NATO
member countries and their allies in expelling Russian security officers to prevent on their
territories Russia’s intelligence activities aimed at destroying the values on which our freedom and
prosperity and those of our allies are based;
invites
the EU Member States and NATO member countries to lower the level of
diplomatic representation of the Russian Federation;
calls on
the EU Member States and NATO member countries as well as on all democratic
states to counter the activities of the media channels and media outlets of the Russian Federation
that spread disinformation, incite violence and justify war crimes and crimes against humanity;
expresses
its support for all Russians and Belarusians who oppose the criminal war against
Ukraine perpetrated by the Kremlin and Minsk regimes;
supports
efforts to establish the Ukraine Solidarity Trust Fund to rebuild Ukraine after the
war, to initiate a large-scale
investment programme and to restore the country’s growth potential;
reiterates
its call for Ukraine to be granted EU candidate status as soon as possible;
looks forward
to a positive opinion of the European Commission regarding Ukraine’s
membership of the European Union and appreciates the fact that in the context of the
implementation of the Association Agreement, including the establishment of a Deep and
Comprehensive Free Trade Area, Ukraine has already made significant and substantial progress
in its reform efforts, including the transposition of a large part of the EU
acquis;
calls on
the European Union, its Member States, the allies and international organisations
to provide financial support to countries that have hosted the country’s citizens forced to flee the
war in Ukraine, helping them to address the challenges of ensuring a dignified life, continuing
education and integration into the labour market for those who have fled the war;
advocates
further coordination of actions within the European Union and with NATO
allies;
reiterates
its full solidarity with Ukraine and its people.
