SEIMAS OF THE REPUBLIC OF LITHUANIA
RESOLUTION
ON ACTIVE MEASURES TO ENSURE THE SECURITY OF
THE CIVILIAN POPULATION AND CRITICAL INFRASTRUCTURE IN UKRAINE

Vilnius
The Seimas of the Republic of Lithuania,
shocked
by the civilian casualties and the humanitarian catastrophe in Ukrainian cities
under siege by the Russian army,
having regard to
the request of the President of Ukraine of 28 February 2022 to declare
Ukrainian airspace a no-fly zone,
welcoming
the United Nations General Assembly resolution of 2 March 2022 regarding
Aggression against Ukraine,
stressing
that the sanctions imposed will hurt but not stop the Kremlin regime, and that the
West must therefore be ready to stand firm against Russia's aggression,
appreciating
the severe sanctions imposed by the Member States of the European Union
(hereinafter: the 'EU') and other Western countries on the Russian Federation for its military
aggression against Ukraine, as well as the financial and military support provided to Ukraine,
expressing
its support for the granting of EU candidate status to Ukraine,
condemns
the large-scale military invasion, crimes against humanity and war crimes being
perpetrated by the Russian Federation, with the complicity of the Republic of Belarus, against the
sovereign Ukraine and its people, when the unprecedented bombardment of cities with millions of
inhabitants by ballistic and cruise missiles, bomber air strikes and heavy artillery is carried out;
expresses
its support for Ukraine's defenders and its citizens in Ukraine’s struggle against
the Russian Federation, which has launched the unprovoked aggression and the illegal war, and
expresses its full support for Ukraine as it fights for its freedom, sovereignty and territorial
integrity;
calls upon
the United Nations to take immediate action to ensure a no-fly zone over
Ukraine in order to avoid heavy civilian casualties;
calls on
the parliaments of democratic states to push, while the technical means to ensure
a no-fly zone are being developed, for the opening of humanitarian corridors on Ukrainian

territory, in particular through the United Nations measures or by establishing a coalition of states
willing and able to contribute to this, to allow civilians' safe passage out of the zones of military
actions and the territories unlawfully occupied and controlled by the Russian Federation and to
protect humanitarian convoys, as well as for the declaration of a no-fly zone in the skies over these
territories and over Ukraine's nuclear power plants and nuclear waste storage facilities;
notes
that the declaration of a no-fly zone would pave the way to undertake active measures
enabling United Nations peacekeepers to ensure the security of humanitarian corridors as well as
the security of Ukraine’s nuclear power plants and nuclear waste storage facilities;
calls upon
democratic states to supply arms to Ukraine, giving priority to air defence
systems that can help save civilian lives;
invites
the parliaments of democratic states to urge their governments to announce
additional sanctions against the Russian Federation and the Republic of Belarus that contributes
to the military actions of the Russian Federation in Ukraine;
calls
upon
democratic states to immediately and in a coordinated manner close their
airspace and ports for aircraft and vessels of the Russian Federation;
calls upon
the EU Member States to ensure that secondary sanctions are imposed on states,
natural and legal persons attempting to circumvent EU sanctions;
calls upon
the EU Member States and members of their parliaments to mobilise their full
political support for Ukraine and to enable the EU institutions to take action with a view to granting
Ukraine EU candidate status and commencing the negotiation process without delay.
