RESOLUTION OF THE HOUSE OF REPRESENTATIVES
The House of Representatives,
Having regard to
the United Nations Charter and the basic principles of
international law, the Universal Declaration of Human Rights, the International
Covenant on Civil and Political Rights and the Council of Europe Convention for
the Protection of Human Rights and Fundamental Freedoms,
Taking into account
the Helsinki Final Act (1
st
August 1975),
Having regard to
the Minsk Memorandum of 19 September 2014, the package of
measures for the implementation of the Minsk Agreements, which was approved
and signed in Minsk on 12 February 2015 and ratified in its entirety by the UN
Security Council Resolution 2202 of 17 February 2015,
Noting that
more than six years have passed since the adoption of the Minsk
agreements,
Taking into account
the systematic and gradual increase in the deployment of
military means in the region by all parties involved,
Having regard to
the findings of the OSCE Parliamentary Assembly's fact-finding
visits to eastern Ukraine, which describe the human rights situation in the region
as dramatic,
Deploring
the continuing bloodshed, the loss of more than fourteen thousand
people and the one and a half million displaced since the beginning of the conflict
in 2014, and expressing particular concern for the safety of the 100 thousand
Greek diaspora of Mariupol,
Unanimously resolves as follows:
1. Condemns the Russian invasion of Ukraine and calls for an immediate ceasefire
and the withdrawal of Russian troops from Ukrainian territory.
2. Supports the sovereignty, independence and territorial integrity of Ukraine within
its internationally recognized borders and stands firm, as a matter of principle, for
the respect of international law and the independence, sovereignty and territorial
integrity of all states.
3. Stresses that the action of the Russian Federation to recognize the Donetsk and

Luhansk regions as sovereign and independent, constitutes a violation of the
principle of the territorial integrity of states and a withdrawal from the Minsk
Agreements and emphasizes that respect for the independence and territorial
integrity of states and non-interference in states’ internal affairs is the
cornerstone of peremptory norms of international law (jus cogens).
4. Stresses that the continuing and systematic violation of human rights in these
areas, wherever that may come from, constitutes a substantial violation of the
Minsk package of measures.
5. Expresses its concern that the intense militarization and geopolitical
confrontation that is developing in the region, poses a substantial threat to
security and peace in Europe and internationally.
6. Stresses the imperative need to return to dialogue within the framework of the
Minsk Agreements, but also to take additional diplomatic initiatives, which could
lead to de-escalation of tensions and the peaceful settlement of the crisis in
Ukraine.
7. Condemns the provocative and hypocritical attitude of Turkey to "condemn" the
illegal and unilateral declaration of independence of the breakaway territories of
Donetsk and Luhansk from the Russian Federation, when Turkey itself
recognized the illegal declaration of the occupied territories of the Republic of
Cyprus as a so-called independent state.
8. Calls on the European Union to show consistency and to consequently maintain
the same stance as it has shown towards the Russian Federation, also towards
Turkey for the 47-year-long occupation of 36.7% of the Republic of Cyprus and
the promotion of illegal faits accomplis which aim at further expanding illegal
settlement in the fenced area of Famagusta.
9. Calls on the international community to abandon the policy of double standards
and the selective invocation of international law, which undermines international
legitimacy and allows the so-called law of might to prevail. At the same time, it
calls on the international community to end its selective sensitivity to international
problems and to take substantive actions against the escalating provocations of
the occupant Turkey to the detriment of the Republic of Cyprus.
10. Reaffirms its readiness to assist, in the context of parliamentary diplomacy, in
international efforts to return to negotiations, with the aim to restore stability and
to achieve lasting peace and security in Ukraine and, consequently, in the
European continent.
