Dear colleagues,
Please find attached the
Resolution of the Senate of the Parliament of the Czech Republic on the current
situation in Ukraine,
adopted today, 25 February 2022. The Resolution was supported by all 50 senators
present.
The plenary session was attended by the Ambassador Extraordinary and Plenipotentiary of Ukraine to the
Czech Republic, Mr Yevhen Perebyjnis.
In the resolution, the Czech Senate, among other things:
Strongly condemns the Russian attack on Ukraine, which grossly violated the norms of international
law, and the involvement of Belarus in this aggression;
Calls for the exclusion of the Russian Federation and Belarus from international organisations;
Calls on EU countries to stand united in excluding the Russian Federation from the SWIFT payment
system;
Appreciates and supports the actions of the Government of the Czech Republic.
The resolution is attached in both the Czech and English versions.
May I kindly ask you to forward the aforementioned Resolution to your respective Parliaments and
Chambers.

on the current situation in Ukraine
THE SENATE
I.
states that
Ukraine is a sovereign, free and democratic country the future of which is fully
within the right of its citizens to decide. The integrity of its territory, the
inviolability of its borders and the right to self-determination of the Ukrainian
people must not be violated;
strongly condemns
the Russian Federation's attack on Ukraine, which grossly violated the basic norms
of international law and internationally applicable obligations, including the UN
Charter. Furthermore, the Senate also strongly condemns the involvement of
Belarus in this aggression against Ukraine and calls on it to refrain from such
action and to abide by its international obligations.
stresses
that Ukraine has the full right to choose its internal constitutional, social
and political organization, its foreign policy direction, and its participation
in international organisations, including political-security organisations;
calls
on the international community to take immediate and effective sanction
measures;
for the exclusion of the Russian Federation and Belarus from international
organisations, in particular the Council of Europe;
on the international community to adopt the strongest possible sanction
measures immediately;
on EU countries to stand united in excluding the Russian Federation from the
SWIFT payment system and other alternative platforms;
on the International Criminal Court to continue to address the situation in
Ukraine with regard to the possible commission of crimes within its jurisdiction for
which the President of the Russian Federation and other officials of the Russian
Federation and Belarus are responsible;
for an increase in the resilience of democracies, including strengthening the
defence capacity of Central and Eastern European countries;
for the recognition of Ukraine as an EU candidate country if the legitimate
government of Ukraine requests so;

appreciates and supports the actions of the Government of the Czech
Republic
leading to military, financial, and humanitarian support of Ukraine; and at the
same time it calls for an increased support in this particular area
;
in protecting the cyberspace, infrastructure, and information space of the
Czech Republic against disinformation and cyber-attacks from the Russian
Federation;
expresses the will
where necessary, urgently debate laws tabled by the government aimed at
support of Ukraine and its citizens;
authorises
the President of the Senate of the Czech Republic, Miloš Vystrčil, to inform the Prime
Minister of the Czech Republic of this resolution
