Dear Colleagues,
I would like to inform you about the resolution on the aggression of the Russian Federation against Ukraine
adopted by the National Council of the Slovak Republic during an extraordinary plenary session yesterday,
February 25. Please find attached a courtesy translation.
The National Council also passed the
Bill on certain measures related to the situation in Ukraine
through a
fast-track legislative procedure:
• The law allows for the mass influx of foreigners to be enshrined in the Civil Protection Act as an event that
allows for the declaration of an emergency situation.
• The law also includes an amendment to the Asylum Act, which will enable the government of the Slovak
republic to declare the provision of temporary refuge even without a decision of the Council of the
European Union. Provisions on temporary refuge are also specified.
• The amendment to the Cyber Security Act aims to prevent the spread of harmful content on the internet
through a new institute of "blocking".

DECLARATION BY THE NATIONAL COUNCIL OF THE SLOVAK REPUBLIC ON THE MILITARY
AGGRESSION OF THE RUSSIAN FEDERATION AGAINST UKRAINE
National Council of the Slovak Republic:
1.
Condemns
in the strongest possible terms the unprovoked, unjustified and unfounded military
aggression of the Russian Federation against Ukraine.
2.
Stresses
that Russia's military aggression against Ukraine - an independent and sovereign state - is a
gross trampling on international law and the principles of the UN Charter, the Helsinki Final Act, the
Budapest Memorandum, the Paris Charter and the NATO-Russia Founding Act. The actions of the Russian
Federation are dangerously undermining European and global security and stability.
3.
Demands
the Russian Federation to suspend military operations immediately and to withdraw all
armed forces and military equipment from all of territory of Ukraine and to fully respect Ukraine's
independence, sovereignty and territorial integrity within its internationally recognized borders.
4.
Demands
the Russian Federation to return to the negotiating table and sincerely seek a peaceful
solution.
5.
Calls on
the Russian Federation to fully respect international humanitarian law and to allow safe and
unhindered humanitarian access and assistance to all persons in need.
6.
Reaffirms
that the territories of the self-proclaimed republics of Donetsk and Luhansk remain the
sovereign territories of Ukraine.
7.
Condemns
the tragic loss of lives and human suffering caused by the aggression for which the Russian
Federation bears full responsibility and expresses its solidarity with the victims.
8.
Expresses
its full support for Ukraine and its citizens and extends its condolences to the innocent victims
of this aggression. Ukraine is fighting for the values of freedom, democracy, political independence, state
sovereignty and territorial integrity, which are crucial also for Slovakia.
9.
Reiterates
its unwavering support for Ukraine's independence, sovereignty and territorial integrity
within its internationally recognized borders.
10.
Stresses
that the citizens of the Slovak Republic are in solidarity with the neighboring Ukrainian nation
and fully support its right to freely choose the world in which they want to live and prosper. At the same
time, we are convinced that the ongoing aggression does not reflect the will of the majority of the Russian
nation. The Russian nation does not deserve to be led by its political leadership into international isolation
and economic crisis.
11.
Stands
by the people of Ukraine and its democratically elected representatives.
