To whom it may concern,
On February 24, 2022, the Russian Federation began full-scale aggression against Ukraine.
Today, the Ukrainian army is repelling belligerent attacks on Kyiv, Kherson, Kharkiv, Chernihiv,
Donetsk, Luhansk, Sumy and other regions of the country.
From the very beginning of its insidious
and unjustified invasion of Ukraine, the Russian Federation has been systematically carrying out
military attacks (including airstrikes) on residential housing, civilian buildings, hospitals,
kindergartens, schools, even cultural monuments, religious institutions, and other non-military
civilian infrastructure in Ukraine.
Russian armed forces are destroying also objects of Ukrainian critical infrastructure and
power plants, the damage of which can lead to man-made catastrophes on a global scale, giving
the geographical position of Ukraine and the location of such infrastructure. In particular, the
Russians target chemical warehouses and plants, storage facilities for particularly hazardous waste,
nuclear power plants, etc.
According to the State Emergency Service of Ukraine, at least 2,000 civilians were killed in
a week of military aggression, including dozens of children. Russia is carrying out a cynical,
merciless aggression not only against Ukraine, but against expats, foreigners, journalists, medics,
volunteers, non-combatants, and all other kind civilians, violating all rules of war, agreed upon by
the civilized world in numerous international treaties and conventions.
Russia refuses to provide evacuation routes for civil population in destroyed cities, blocks
the work of Red Cross and other organizations and ban humanitarian aid from Ukraine, keeping
people in shelters without food, water and electricity for days. A couple of heavily wounded
children died in a shelter just yesterday, as Russian armed forces refused the access of an
ambulance to take them out.
Ukraine has always been a peaceful state, whereas Russian Federation started its aggression
against Ukraine back in 2014. Eight years ago, Russia annexed Ukrainian Crimea and occupied

part of Donetsk and Luhansk regions. Today Ukraine is suffering a much more aggressive and
devastating attack, that has all signs of a genocide against Ukrainian people.
Economic sanctions remain a key instrument of pressure on the aggressor to stop the war
and impose respect for Ukrainian independence and sovereignty. Tightening the sanctions regime
is an effective way to undermine the possibility to wage continuous offensive operations through
the drainage of the aggressor's resources. The bulk of financial sanctions introduced on February
24, 2022, by the EU and the US had a devastating effect on the value of the Russian currency, as
the world saw it immediately after the announcement of the sanction when the ruble dropped by
almost 30% in a day.
On behalf of the Committee for Economic Development we are urgently calling to
promptly
address
your
governments
and
take
relevant
legislative
actions
to:
1. Sever all trade and economic relations with Russian companies, including companies,
whose ultimate beneficiary is the Russian Federation, residents of Russian Federation, or
those whose manufacturing facilities is located in the Russian Federation.
2. Impose and expand economic sanctions against Russian Federation, including deep and
comprehensive embargo on Russian commodities, goods and services.
3. Forbid all maritime and riverine vessels directly or indirectly affiliated with Russia, or
carrying Russian cargo to enter your ports and therefore ban all maritime and riverine trade
with Russia.
4. Adopt the Product Labelling Act, which implies labeling of products manufactured in
Russia (of 20% to 100% of product components).
Each dollar generated in taxes for the government of the aggressor provide funding for the
Russian army that kills Ukrainian children, women, representatives of the other vulnerable groups
and destroys our cities on the orders of President Vladimir Putin.
Every action of yours can decide the destiny of the entire nation not only in Ukraine, but
also of nations in Europe. Drastic times call for drastic measures and we appeal to you to make
necessary decisions, as required above, to support Ukraine, to support the free and civilized world,
and prevent catastrophe in the center of Europe.
