Adoption of the agenda

Background:
The secretariat, in agreement with the President of CMP 15, Carolina
Schmidt (Chile), drafted the provisional agenda for CMP 16 after consultations with the
Bureau of the governing bodies.

Action:
The CMP will be invited to adopt its agenda.

(b)
Election of additional officers

Background:
If any member of the Bureau represents a State that is not a Party to the
Kyoto Protocol, consultations will be required to identify a nominee representing a Party to
the Kyoto Protocol to replace such a member in accordance with Article 13, paragraph 3, of
the Kyoto Protocol.
7.
Parties are invited to recall decision 3/CP.23 and to give active consideration to the
nomination of women for elective posts in any body established under the Convention or its
Kyoto Protocol.

Action:
The CMP will be invited, as necessary, to elect additional members of the
Bureau of COP 26, CMP 16 and CMA 3 to replace any members representing States that are
not Parties to the Kyoto Protocol.

Action:
The CMP will be invited to agree on the organization of work for the session
and the referral of items to the subsidiary bodies, as appropriate, as indicated under the
relevant agenda items.

Guided by the principles of openness, transparency and inclusiveness, the CMP will
be invited to organize its work in a manner that ensures that the mandates for the session are
addressed while being flexible enough to respond to changing circumstances and new
developments in the negotiations.

Background:
The Bureau will examine the credentials submitted by Parties to the
Kyoto Protocol and submit its report on credentials for approval by the CMP.

Action:
The CMP will be invited to approve the report on credentials of the
representatives of Parties attending CMP 16. Representatives may participate provisionally,
pending this action.
(e)
Status of ratification of the Doha Amendment to the Kyoto Protocol
13.
Background:
The Doha Amendment to the Kyoto Protocol entered into force on 31
December 2020. The secretariat will provide an oral report on the instruments of ratification,
acceptance or approval received by the Depositary in respect of the Doha Amendment.

Action:
The CMP may wish to take note of the information provided regarding the
status of ratification of the Doha Amendment and to invite Parties intending to do so to
expedite the deposit of their instruments of acceptance of the Doha Amendment.

(a)
Reports of the subsidiary bodies
Report of the Subsidiary Body for Scientific and Technological Advice
15.
Background:
The Chair of the SBSTA will report on the work conducted at SBSTA
52–55, including on any recommendations of draft decisions and conclusions for
consideration and adoption at CMP 16 arising from that work and on any other issues
mandated for consideration by the SBSTA.
16.
Action:
The CMP will be invited to take note of the progress in the work of the SBSTA
and to consider the recommended draft decisions and conclusions for adoption.
(b)
Report of the Subsidiary Body for Implementation
17.
Background:
The Chair of the SBI will report on the work conducted at SBI 52–55,
including on any recommendations of draft decisions and conclusions for consideration and
adoption at CMP 16 arising from that work and on any other issues mandated for
consideration by the SBI.

Action:
The CMP will be invited to take note of the progress in the work of the SBI
and to consider the recommended draft decisions and conclusions for adoption.

Date of completion of the expert review process under Article 8 of the Kyoto Protocol for
the second commitment period

Background:
For the purpose of fulfilling commitments under Article 3, paragraph 1,
of the Kyoto Protocol, a Party may, until the hundredth day after the date set by the CMP for
the completion of the expert review process under Article 8 of the Kyoto Protocol for the last
year of the commitment period (true-up period), continue to acquire, and other Parties may
transfer to such Party, emission reduction units under Articles 6, 12 and 17 of the Kyoto
Protocol from the preceding commitment period, provided that the eligibility of any such
Party has not been suspended.

The second commitment period of the Kyoto Protocol ended
on 31 December 2020, and the annual submission of the greenhouse gas inventory for the
last year of the commitment period (2020) is due by 15 April 2022. The submission is
followed by the expert review process under Article 8 of the Kyoto Protocol, which is
completed with the publication of the inventory review report for the last year of the second
commitment period (at the latest by mid-2023).

Action:
The CMP will be invited to refer this sub-item to the SBI for its consideration
and to take any action it deems appropriate on the basis of the recommendations of the SBI
with regard to the date of completion of the expert review process.

Matters relating to the clean development mechanism
25.
Background:
The CDM Executive Board submits an annual report on its activities to
the CMP.

Action:
The CMP will be invited to consider the annual reports of the Executive Board
and to provide guidance relating to the CDM. The CMP will also be invited to take any action
it deems appropriate on the basis of the recommendations of the SBI.

CMP 13 requested the SBI to initiate the fourth review of the Adaptation
Fund in June 2020, in accordance with the terms of reference contained in the annex to

Capacity-building under the Kyoto Protocol

Background:
CMP 12 requested SBI 52 to initiate the fourth comprehensive review
of the implementation of the framework for capacity-building in developing countries under
the Kyoto Protocol with a view to completing the review in 2021.

CMP 13 requested SBI 52 to also initiate the fifth review of the implementation of the
framework for capacity-building in countries with economies in transition under the Kyoto
Protocol with a view to completing the review at CMP 16.

Report of the forum on the impact of the implementation of response
measures

Background:
COP 24, CMP 14 and CMA 1 acknowledged that a single forum on the
impact of the implementation of response measures covers the work of the COP, the CMP
and the CMA on all matters relating to the impact of the implementation of response
measures and affirmed that the forum shall report to the COP, the CMP and the CMA.

CMA 1 decided that the forum shall provide recommendations for consideration by
the subsidiary bodies with a view to them recommending actions for consideration and
adoption by the COP, the CMP and the CMA.

Report on the high-level ministerial round table on increased ambition
of Kyoto Protocol commitments

Background:
CMP 8 adopted the Doha Amendment to the Kyoto Protocol,
establishing a second commitment period of the Kyoto Protocol.

A high-level ministerial
round table was held on 5 June 2014, at which information was considered on the intention
of Parties included in Annex I with commitments in the second commitment period to
increase the ambition of their mitigation commitments. A report on the round table was
prepared for consideration at CMP 10.

CMP 10 initiated but could not conclude consideration of this matter.

Pursuant to
rules 10(c) and 16 of the draft rules of procedure being applied, the matter was included in
the agendas for CMP 11 to 15. There was no consensus on the matter at CMP 15. In
accordance with rules 10(c) and 16 of the draft rules of procedure being applied, this item
has been included in the provisional agenda for this session.

Action:
The CMP will be invited to conclude consideration of this matter and to take
any action it deems appropriate.

A proposal was received from Gabon on behalf of the African Group on

with rule 10(d) of the draft rules of procedure being applied, this item has been included in
the provisional agenda.
