RE: Recommendations to Denmark on strengthening refugee protection
I am writing to you in your capacity as members of the Danish Parliament who are actively
engaged in the consideration and development of Denmark’s policies relating to the protection
of refugees and stateless persons at the national, regional and international level.
I am pleased to share with you the attached paper entitled
“UNHCR Recommendations to
Denmark on strengthening refugee protection in Denmark, Europe and globally”,
which has
recently been finalized by the UNHCR Representation for the Nordic and Baltic Countries.
This document sets out a number of observations and recommendations for improvement of the
legal framework and practice for the protection of refugees and stateless persons in Denmark.
Furthermore, the document also contains recommendations with regard to Denmark’s
engagement in European and global discussions on refugee issues.
The recommendations in the document are addressed to the Danish Government,
parliamentarians, relevant institutional actors, civil society organizations and other concerned
stakeholders.
UNHCR offers these recommendations as the agency entrusted by the member states of the
United Nations with the global mandate to provide international protection to refugees and seek
solutions to their plight. A mandate which is carried out in close collaboration with Governments
and civil society organisations. The aim of the document is to contribute to constructive
discussions on improvements of the protection and integration systems for refugees and
stateless persons at the national, European and global level.
Currently, important discussions are taking place in Europe on the recent draft EU Pact on
Migration and Asylum which provides an opportunity for EU Member States to make progress
on issues which have proved challenging in recent years. There is now a possibility to move
forward with a more coherent approach where predictable asylum arrangements and solidarity
measures are taken in line with the Global Compact on Refugees and the Global Compact on
Migration. UNHCR’s Representation in the Nordics and Baltic Countries has published similar
recommendations to other countries in our region.
