II.
Guidance from the Bureau of the governing bodies
1.
In the light of the COVID-19 pandemic and upon receiving a detailed assessment from
a representative of the United Kingdom of Great Britain and Northern Ireland, the host of
COP 26, at its meeting of 1 April 2020 the Bureau of the governing bodies decided to
postpone COP 26, CMP 16 and CMA 3 to 2021.

At its meeting of 28 May 2020, the Bureau
accepted the proposal by the host of COP 26 to convene the sessions from 1 to 12 November
2021.

At its meeting of 15 June 2021, after consultations with the host, the Bureau agreed
that the sessions will open on Sunday, 31 October 2021, to provide additional time to
complete the work.

At its meeting of 25 August 2020, the Bureau, to enable work mandated for 2020 and
2021 to be delivered at COP 26 with a view to bringing the UNFCCC process back on track
by the end of 2021, to the extent possible, requested the secretariat to proceed in
operationalizing the following criteria:

(a)
Maintaining the original timelines for mandates and submission deadlines to
the extent possible, and informally advancing work mandated to be initiated in 2020,
particularly if mandated to conclude in 2020 or 2021;
(b)
Maintaining the mandated number of meetings and delivering reports of the
constituted bodies as originally planned in 2020–2021. In this regard, meetings of the
constituted bodies originally mandated to be held in conjunction with a session can be held
virtually in the absence of a session;
(c)
Extending the current membership of the Convention, Kyoto Protocol and
Paris Agreement bodies as needed until successors can be appointed or elected;
(d)
possible.

maximizing progress and minimizing delays in the UNFCCC process resulting from the
COVID-19 pandemic.

Session numbers and dates referred to in mandates in previous decisions may no
longer correspond to timelines for action to be taken. In keeping with the Bureau guidance,
the overarching objective is to maintain timelines and, therefore, the mandated year takes
precedence over the session number.
III.
(a)
Proposed organization of the session: overview
Scenario for the launch of work in all bodies

On 31 October the President of COP 25 will convene the first plenary meeting of
COP 26 and propose the election of the President of COP 26, who will also serve as the
President of CMP 16 and CMA 3. The COP will then take up the organizational and
substantive items on its provisional agenda, including referring items on its agenda to the
subsidiary bodies, as appropriate. The first plenary meeting of the COP will then be adjourned.

organizational and substantive issues on their provisional agenda, including referring items
to the subsidiary bodies, as appropriate. The first plenary meetings of CMP 16 and CMA 3
will then also be adjourned.

SB 52–55 have been scheduled in conjunction with COP 26, CMP 16 and CMA 3.

A joint plenary meeting of all five bodies will be convened on 31 October, upon
conclusion of the plenaries of the subsidiary bodies, to hear statements from groups of Parties
and observer organizations. It is envisaged that these statements will be concise.

During the conference, meetings will be organized in line with the recommendations
of the SBI

so as to ensure the observance of clear and effective working practices agreed to
by all Parties.

The principles of openness, transparency and inclusiveness will guide the organization
of work leading up to and during the conference. These principles will be demonstrated
through the use of informal plenary meetings, the enhanced availability of electronic
documentation, the timely announcement of meetings and the broadcasting of meeting
information on closed-circuit television, the UNFCCC website, the virtual conference
platform and other digital and social media.
(b)
High-level segment

In May 2021, the Prime Minister of the United Kingdom extended an invitation to
Heads of State and Government to attend a World Leaders Summit at the start of COP 26.
During the Summit, Heads of State and Government will be able to make statements. This
portion of the World Leaders Summit will form the first part of the high-level segment. The
high-level segment will be resumed during the second week of the conference to hear
statements from Parties that did not deliver statements in the first part (see paras. 122–129
below).

Further information on the organization of the World Leaders Summit and the
high-level segment will be provided on the UNFCCC website as it becomes available.
(c)
Mandated and other events
12.
At its meeting of 15 October 2020, the Bureau of the governing bodies agreed that the
round table on pre-2020 implementation and ambition would be held in 2020; the fourth
biennial high-level ministerial dialogue on climate finance will be held in 2021 once
mandated inputs have been prepared; and the high-level event on global climate action will
be held at COP 26.

The round table on pre-2020 implementation and ambition was held in two parts
during the UNFCCC Climate Dialogues 2020.

Building on the 2018 and 2019 stocktakes on
pre-2020 implementation and ambition, the round table addressed progress in relation to pre-
2020 implementation and ambition on the basis of submissions from Parties. The outcomes
of the round table will inform the second periodic review of the long-term global goal under
the Convention.

The following COP-mandated events will be convened at this session:
(a)
The fourth biennial high-level ministerial dialogue on climate finance which
will be informed by the reports on the in-session workshop on long-term climate finance and
the fourth (2020) Biennial Assessment and Overview of Climate Finance Flows;

A high-level event on global climate action

by the high-level champions, who
will report on their work in 2020–2021, including regarding the mandate

to improve the
Marrakech Partnership on Global Climate Action to enhance ambition and other activities,
such as the Climate Action Pathways

and the global Race to Zero and Race to Resilience
campaigns.

Many other events, including events convened by the COP 26 Presidency, will take
place at the conference. Further information will be provided on the UNFCCC website as it
becomes available.

COP 26 will be opened by the President of COP 25, Carolina Schmidt (Chile).
2.
(a)
Organizational matters
Election of the President of the Conference of the Parties at its twenty-sixth session
17.
Background:
In accordance with the principle of rotation among the regional groups,
the President of COP 26 is to be elected from the Western European and other States. The
President of COP 25 will call for the election of Alok Sharma (United Kingdom) as the
President of COP 26. Mr. Sharma will also serve as President of CMP 16 and CMA 3.

Action:
The COP will be invited to elect Mr. Sharma by acclamation to serve as the
President of COP 26, CMP 16 and CMA 3.
(b)
Adoption of the rules of procedure
19.
Background:
At COP 25, Parties decided to continue to apply the draft rules of
procedure contained in document FCCC/CP/1996/2, with the exception of rule 42, and
agreed to continue consideration of this matter at COP 26.
20.
Action:
The COP may wish to decide to continue applying the draft rules of procedure
and to invite the President of COP 26 to undertake consultations with a view to achieving
adoption of the rules.

Background:
The secretariat, in agreement with the President of COP 25, drafted the
provisional agenda for COP 26 after consultations with the Bureau of the governing bodies.

(d)
Election of officers other than the President
23.
Background:
At the request of the President of COP 25, consultations on nominations
to the Bureau of the governing bodies were initiated at the first part of the 2021 sessions of
the subsidiary bodies with the Chairs and coordinators of the regional groups and
constituencies, who were informed that the deadline for the submission of nominations is 6
November 2021.
24.
Parties are invited to recall decision 3/CP.23 and to give active consideration to the
nomination of women for elective posts in bodies established under the Convention.

Background:

Dates and venues of future sessions
30.
Background:
In keeping with the principle of rotation among the regional groups, the
host of COP 27 is to come from the African States and the host of COP 28 from the
Asia-Pacific States.

In a letter dated 11 August 2021, the Chair of the African Group communicated to the
secretariat that Egypt had been nominated to host COP 27.
32.
Action:
The COP will be invited to decide on the host country for COP 27 and to take
any further action it deems appropriate.
(h)
Adoption of the report on credentials
33.
Background:
According to rule 19 of the draft rules of procedure being applied, the
credentials of representatives of Parties, as well as the names of alternate representatives and
advisers, shall be submitted to the secretariat not later than 24 hours after the opening of the
session. Any later change in the composition of delegations shall also be submitted to the
secretariat. The credentials shall be issued either by the Head of State or Government or by
the competent authority. The Bureau will examine the credentials and submit its report on
credentials for adoption by the COP (see rule 20 of the draft rules of procedure).
Representatives shall be entitled to participate provisionally in the session, pending a decision
by the COP to accept their credentials (see rule 21 of the draft rules of procedure). Only
Parties with valid credentials would be able to participate in the adoption of amendments to
the Convention, a protocol or another legal instrument. The COP will have before it for
adoption the report on credentials, to be submitted by the Bureau.
34.
Action:
The COP will be invited to adopt the report on credentials of the
representatives of Parties attending COP 26. Representatives may participate provisionally,
pending this action.

(a)
Reports of the subsidiary bodies
Report of the Subsidiary Body for Scientific and Technological Advice
35.
Background:
The Chair of the SBSTA will report on the work conducted at
SBSTA 52−55, including on any recommendations of draft decisions and conclusions for
consideration and adoption at COP 26 arising from that work and on any other issues
mandated for consideration by the SBSTA.
36.
Action:
The COP will be invited to take note of the progress in the work of the SBSTA
and to consider the recommended draft decisions and conclusions for adoption.
(b)
Report of the Subsidiary Body for Implementation

Background:
The Chair of the SBI will report on the work conducted at SBI 52−55,
including on any recommendations of draft decisions and conclusions for consideration and
adoption at COP 26 arising from that work and on any other issues mandated for
consideration by the SBI.

Action:
The COP will be invited to take note of the progress in the work of the SBI
and to consider the recommended draft decisions and conclusions for adoption.

Reporting from and review of Parties included in Annex I to the
Convention

Background:
Developed countries were to submit their NC7s and BR3s by 1 January
2018 and their BR4s by 1 January 2020. As at the time of preparation of this document, the
secretariat had received 42 BR4s, including the corresponding BR4 CTF tables, from Parties
included in Annex I to the Convention.
40.
The secretariat has prepared a compilation and synthesis report on the information
reported by Parties included in Annex I to the Convention in their NC7s, BR3s and BR4s for
consideration at this session.
41.
Matters related to this agenda item are considered under the SBI.

Action:
The COP will be invited to take any action it deems appropriate on the basis
of the recommendations of the SBI.

Reporting from Parties not included in Annex I to the Convention
43.
Background:
COP 25 requested the SBI to continue to review and revise the terms of
reference of the CGE, taking into account the informal note on the report and terms of
reference of the CGE, with a view to finalizing and recommending a draft decision on the
matter for consideration and adoption at COP 26.

COP 22 decided that the progress, effectiveness and performance of the AC would be
reviewed in 2021 with a view to adopting a decision on the outcome of the review. It invited
Parties to submit their views thereon to inform the process.

COP 25 requested the AC and
the LEG to continue to include in their reports information on the gaps and needs related to
the process to formulate and implement national adaptation plans identified in undertaking
their mandated work and on how to address them.

Background:
COP 19 and 20 requested the Executive Committee to report annually
to the COP through the subsidiary bodies and to make recommendations, as appropriate.

Article 8, paragraph 2, of the Paris Agreement states that the WIM shall be subject to the
authority and guidance of the CMA and may be enhanced and strengthened as determined by
the CMA.

COP 24 and 25 were invited to consider the matter of the COP authority over and
guidance to the WIM, including its Executive Committee.

Matters relating to finance
Long-term climate finance
55.
Background:
COP 20 requested the secretariat to organize annual in-session
workshops through to 2020 and to prepare a summary report on the workshops for annual
consideration by the COP and at the biennial high-level ministerial dialogue on climate
finance.

COP 24 decided on the following focus areas for 2019 and 2020 of the in-session
workshops on long-term climate finance:

(a)
The effectiveness of climate finance, including the results and impacts of
finance provided and mobilized;
(b)
The provision of financial and technical support to developing country Parties
for their adaptation and mitigation actions in relation to holding the increase in the global
average temperature to well below 2 ºC above pre-industrial levels and pursuing efforts to
limit the temperature increase to 1.5 ºC above pre-industrial levels.

The in-session workshop on long-term climate finance scheduled to be held in 2020
was convened in two parts. The outcomes of the workshop will inform the fourth biennial
high-level ministerial dialogue on climate finance (see para. 14(a) above).

CMA 1 requested developed country Parties to submit biennial
communications, starting in 2020, containing indicative quantitative and qualitative
information related to Article 9, paragraphs 1 and 3, of the Paris Agreement, as applicable,
including, as available, projected levels of public financial resources to be provided to
developing country Parties, and reiterated that other Parties providing resources are
encouraged to communicate biennially such information on a voluntary basis. It also
requested the secretariat to establish a dedicated online portal for posting and recording the
biennial communications, and to prepare a compilation and synthesis of the information
included in the biennial communications starting in 2021, to inform the global stocktake.

High-level segment
122. The first part of the high-level segment will take place on Monday, 1 November, and
Tuesday, 2 November, in the presence of Heads of State and Government, when statements
will be heard in the joint plenary meeting of the governing bodies.
123. In keeping with recent practice, there will be one list of speakers for the high-level
segment. Each Party, including Parties to the Convention, the Kyoto Protocol and the Paris
Agreement, will speak only once. Parties may wish to take note that, as per SBI guidance
urging Parties and presiding officers to conclude conferences in a timely manner,

statements must not exceed three minutes. Statements on behalf of groups, where other
members of the group do not speak, are strongly encouraged and will be accorded additional
time. Time limits will be strictly enforced. Following United Nations practice, a mechanism
will be in place to signal to speakers when the time limit has been exceeded. Longer versions
of the statements can be posted on the UNFCCC website.

125. The high-level segment will resume on Tuesday, 9 November, to hear group or Party
statements from Parties whose Heads of State and Government did not speak in the first part.
126. Registration for the list of speakers at the resumed high-level segment will be open
from 6 September 2021 to 15 October 2021. A form will be sent to Parties for this purpose.
