Let me send you the Resolution Nr. 171 of the Senate of the Parliament of the Czech
Republic on Relations between the Czech Republic and the Russian Federation,
approved by 67 out of 72 senators present at the Senate plenary session on April 21,
2021.
Since the Senate considers an act of state terrorism against one EU member state to be
an act of terrorism against the European Union as a whole, let me take the opportunity
to ask you to kindly consider an adequate reaction to the situation mentioned in the
resolution. We would highly appreciate any expression of support in a form you find
appropriate.

RESOLUTION OF THE SENATE
Delivered on the 11
th
session held on 21 April 2021
on relations between the Czech Republic and the Russian Federation in connection with
attacks in Vrbětice
The Senate
I.
1. considers the situation related to the attacks on the
ammunition depot in Vrbětice,
which took place in 2014, to be very serious from the point of view of protection of the
Czech Republic's vital interests and to be an act of state terrorism against an EU
member state and therefore an act of terrorism against the EU as a whole;
2. appreciates the work of BIS (Security Information Service), NCOZ (National Centre for
Fight Against Organized Crime) and all other institutions involved in the investigation;
3. supports the decision of the Government to expel 18 diplomats and staff members from
the Embassy of the Russian Federation in the Czech Republic;
4. considers the expulsion of 20 diplomats from the Embassy of the Czech Republic in
Moscow, including the Deputy Head of Mission, to be a further escalation of the tense
situation;
II.
Calls on the Government
1. to ask our allies and partners in NATO and the EU for support and to use all the tools
and possibilities that the Czech Republic's membership in these organisations
provides;

2. to immediately revise the bilateral contractual base between the Czech Republic and
the Russian Federation;
3. to terminate without delay the Treaty between the Czech Republic and the Russian
Federation on friendly relations and cooperation;
4.
to acquaint the general public with all unclassified information about Vrbětice attacks,
without any undue delay and in such a way as to avoid the spread of disinformation
to the maximum extent possible;
5.
to pay maximum attention to warnings from NÚKIB (National Cyber And Information
Security Agency) and to prepare an information campaign on the activities of pro-
Russian and disinformation websites in the Czech Republic;
6. to examine information on money laundering by Russian and post-Soviet subjects in
Czech banks and to release the information;
7. not to address in any way parties from the Russian Federation in connection with the
preparation of the construction of a nuclear power plant or other critical infrastructure
elements;
8. to demand from the Russian Federation a financial compensation and redress for the
victims, material loss and liquidation works after the attack.
III.
Recommends to the Government
1.
to request the discussion about the attacks in Vrbětice at the UN Security Council
meeting;
2. to reduce the number of the Embassy of Russian Federation staff in Prague to one.
IV. Invites
1. the European Council to include a discussion on this act of aggression against an EU
member state on the agenda of the European Council and to support a similar decision
and proceeding as in the case of the attack using the Novichok nerve agent three years
ago in the British city of Salisbury;
2. the European Parliament to discuss this act of state terrorism during its upcoming
plenary session and to adopt a clear position.
V.
Authorises the President of the Senate
1. to ask the parliaments of EU and NATO member states for support and coordinated
action;
2. to inform the Prime Minister and the President of the Czech Republic and the President
of the European Council about this resolution.
