(ENVI) addresses the most serious political, societal and health issue of our time: how to
prevent a next pandemic or, worse, two pandemics attacking our societies simultaneously.
Please find attached our letter to ENVI with links for your perusal and support. Among us,
loved ones have been victimised by both Covid-19 and AMR. There is even a scientifically
proven direct link between them.
Experience teaches us we should avoid making the same mistake twice. The European Union
needs a new top body, led by Heads of State and Government, with its own Science and Civic
Society Advisory Council, with its own budget and with its own staff with the sole goal to
prevent, and if that fails, to rapidly build up complete preparedness. Having studied the matter
in-depth and having learnt from post-World War II Deterrence, Forward Defence and
Preparedness, we give for your consideration to adapt the current 2013 European Health
Se urity Co
ittee fro a advisory a d ureau rati ody i to Europe’s flagship Europea
Heads of State and Government Health Security Committee as described.
Moreover, in all of our countries small but loud minorities inspired by internet sources require
the most authoritative and civic society-driven information sources to fully understand the
severity of the effort to not just stop Covid-19 but prevent the next one, including seriously
limiting access to antibiotics. To be sure, if the European Union fails to address this truly
common and cross-boundary threat, what will convince our constituencies that the European
Union is there for them?
