Assembly, and M. Mohamed Saadani, Vice-President of the Algerian Council of the
Nation, participated in the Parliamentary Conference on Building democratic security in
the Mediterranean: common challenges, shared responsibility, held in Dubrovnik,
Croatia, on 06/11/2018.
05/03/2019 – The committee heard a statement by the rapporteur, decided to organise
an exchange of views with representatives of the Algerian Parliament during the April
part-session and approved the request of the rapporteur to carry out a fact-finding visit
to Algeria in 2019 (subject to the authorisation of the Bureau of the Assembly and the
availability of funds).
08/04/2019 – The Bureau of the Assembly authorised the rapporteur to carry out a fact-
finding visit to Algeria in 2019, in the framework of the preparation of his report.
April 2019 part-session – The committee heard a statement by the rapporteur and held
an exchange of views with a delegation from the Algerian Council of the Nation. The
Bureau of the Assembly authorised the rapporteur’s fact-finding visit during its meeting
on 08/04/2019.
20/05/2019 – The committee held an exchange of views with the participation of
Ms Sophie Bessis, Research Associate, Institute of International and Strategic Relations
(IRIS), Paris, and with Mr Nacer-Eddine Ghozali, former professor of law, University of
Paris XIII.
June 2019 part-session – The committee held an exchange of views with the
participation of Mr Rachid Achour, Chairperson of the Committee on Foreign Affairs, of
International Co-operation and the Algerian community abroad, head of the delegation;
Mr Fouad Sebouta and Mr Rabah Benyoub, members of the Algerian Council of the
Nation; and Mr Rahim Hichem and Mr Chebill Lazhar, members of the National People’s
Assembly; and considered an introductory memorandum and an outline for report.
October 2019 part-session – The committee heard a statement by the rapporteur.

participation of Mr Larry Diamond, Senior fellow at the Hoover Institution and at the
Freeman Spogli Institute for International Studies of the Stanford University and

On 14/03/2018, in the absence of the rapporteur, the committee agreed to postpone
consideration of his introductory memorandum to the April 2018 part-session and
authorised the rapporteur’s request for a fact-finding visit to the Russian Federation,
including the North Caucasus region, subject to the availability of funds.
On 24/04/2018, in anticipation of the joint hearing with the Committee on Equality and
Non-Discrimination on “Alleged extreme discrimination and crimes against LGBTI
people in the Chechen Republic (Russian Federation)”, the committee agreed to share
the rapporteur’s introductory memorandum with members of the Committee on Equality
and Non-Discrimination.
On 24/04/2018, the committee held a joint hearing with the Committee on Equality and
Non-Discrimination with the participation of two experts, in the framework of the
preparation of this report and that of the Committee on Equality and Non-Discrimination
on “Alleged extreme discrimination and crimes against LGBTI people in the Chechen
Republic (Russian Federation)”.

and Grozny (Russian Federation) on 18-20/09/2019. It authorised the rapporteur to
conduct a further fact-finding visit to the Russian Federation, including the Republics of
Ingushetia and Dagestan (subject to the availability of funds). It agreed to request the
Bureau to extend the reference.
On 15/11/2019, the committee authorised a committee hearing with LGBTI victims of
persecution in the Chechen Republic (Russian Federation), including persons
appearing anonymously, and authorised the rapporteur to conduct separate,
supplementary interviews with anonymous victims.
On 27/01/2020, the committee agreed to open a hearing foreseen that same week to
specific interested parties.
On 28/01/2020, the committee held a hearing with the participation of three witnesses

On 25/03/2020, by a written consultation procedure on the rapporteur’s introductory

On 01/10/2019, the committee noted and agreed to declassify the rapporteur’s
introductory memorandum. It agreed to hold a hearing with up to three experts at a
forthcoming meeting, to authorise the rapporteur to conduct a fact-finding visit to Madrid
and Barcelona (Spain) (both subject to the availability of funds) and to request an
opinion of the European Commission for Democracy through Law (Venice Commission)
to clarify in which circumstances, if any, the European Convention on Human Rights
allows the criminalization of calls by politicians or representatives of civil society for
radical constitutional changes by peaceful means - including calls for independence or
far-reaching autonomy for parts of the national territory. It agreed to send a
questionnaire to national parliaments via the European Centre for Parliamentary
Research and Documentation (ECPRD).
On 15/11/2019, the committee held a hearing with the participation of three experts.
From 3 to 7 February 2020, the rapporteur undertook a fact-finding visit to Madrid and
Barcelona.
From 14/04/2020 to 05/05/2020, a written consultation of the Turkish authorities was
carried out on the basis of an extract from the draft report concerning Turkey.
On 29/06/2020, the committee heard a statement by the rapporteur following his fact-
finding visit to Spain from 3-6 February 2020, and held an exchange of views with Dr
Kerem Altiparmak, Legal Consultant, laureate of the Franco-German Prize for Human
Rights & the Rule of Law in 2017.

On 19/03/2019, in Paris, the Sub-Committee on Children decided to hold a half day
meeting on child participation on the margins of the June 2019 part-session.
On 14/05/2019, in Vienna, the Sub-Committee on Children discussed the preparation of
the child participation meeting to be held in June. The members were asked to return
their replies to a short questionnaire on child participation to the Secretariat no later than
03/06/2019.
On 24/06/2019, in Strasbourg, the committee considered an introductory memorandum
and agreed to declassify it.
On 25/06/2019, in Strasbourg, the Sub-Committee on Children held an exchange of
views with Ms Mieke Shuurman, Senior Policy and Advocacy Co-ordinator for Eurochild,
a network of organisations and individuals working in and across Europe to promote the
rights and well-being of children and young people. A workshop on “Promoting child
participation in and through the Parliamentary Assembly”, with the participation of
children, was also organised in co-operation with the Themis Association and the City of
Strasbourg (Ville et Eurométropole de Strasbourg).
On 14/11/2019, in Strasbourg, the Sub-Committee on Children, jointly with the Sub-
Committee on the European Social Charter, held a public hearing on “The power of
parliamentary action: promoting meaningful and sustainable child participation in the
work of national parliaments and the Parliamentary Assembly of the Council of Europe”,
with the participation of Ms Cath Larkins, Chair of Eurochild’s Child Participation
Reference Group (United Kingdom), Ms Zsuzsanna Rutai, Children’s Right Consultant,
and several children representing Eurochild and the Themis association.
On 31/01/2020, in Strasbourg, the Sub-Committee on Children further discussed the
aims and methodology for the report and a pilot initiative on child participation in the work
of the Assembly.
On 06/07/2020, meeting by videoconference, the Sub-Committee on Children held an
exchange of views on the pilot initiative on promoting child participation in the work of
the Assembly.
On 10/11/2020, meeting by videoconference, the Sub-Committee on Children held a
public hearing with the participation of experts, educators, a student and the rapporteur.

Varennes, UN Special Rapporteur on Minority Issues, and Ms Petra Roter, Associate
Professor, Centre of International Relations, University of Ljubljana, former President of
the Advisory Committee on the Framework Convention for the Protection of National
Minorities. The committee decided to request the opinion of the Venice Commission on
amendments to Latvian legislation on education in minority languages, and authorised
the rapporteur to conduct fact-finding visits to the United Kingdom and to Ukraine

for the Group of States against corruption (GRECO) and the European Commission for
Democracy through Law (Venice Commission), Deputy Director of the General
Secretariat of the French National Assembly, and held an exchange of views.

hold a hearing at a forthcoming meeting.
