Promoting Good Governance, Stepping Up SDG 16
As the representatives of the people, parliaments have the responsibility
to ensure that the exercise of power by the executive benefits all the
community. Parliament can actively engage in the development and
implementation of laws, policies, and practices that promote democracy
and good governance. An open, inclusive and transparent government
and parliament will strengthen trust in democracy and ensures the
integrity of public institutions. The need to implement good governance is
crucial as we seek to implement the Sustainable Development Goals
(SDGs) including SDG 16 (peace, justice, and strong institutions). SDG 16
has outlined key targets we must reach to achieve better public
institutions that promote democracy and good governance.
The session will elaborate on pathways towards openness and how
transparency can support parliaments to deter corruption. The session
explores concrete examples in the promotion of good governance and the
implementation of SDG 16.

Our Own Integrity: Taking Ownership, Welcoming Accountability
Despite strong turnouts by voters in many national elections, many
surveys on public trust often place parliamentarians among those who are
least trustworthy. It is no longer enough for parliamentarians to subscribe
to high standards, they must be able to demonstrate how they are open
and accountable for their actions and decisions. Many parliaments have
realised they need to re-evaluate their own Code of Conduct and Standing
Orders to make sure the expectations of a modern, open society are being
met by their parliament.
Citizens today realise that democracy is more than just one election every
few years – citizens want to be listened to and be part of the decision-
making process. Parliaments need to therefore reassess that their ways of
operating in 2019 are fit for purpose.. Integrity is at the heart of the anti-
corruption agenda and today’s parliamentarians need to take ownership
of their own integrity and demonstrate how they can be held to account.
From citizen budgets to Standing Committees taking evidence in remote
communities, modern parliaments are using technology and listening to
their communities so as all citizens can be confident that the deliberation
process and law-making are being conducted with the utmost integrity.
