AT THE WORLD BANK AND IMF ANNUAL MEETINGS
INTRODUCTION
The Virtual Global Parliamentary Forum at the World Bank/IMF Annual Meetings (AMs), provides an
occasion for parliamentarians to meet and engage in direct dialogue on development and matters
related to the global economy with senior management and experts of the World Bank Group and
the IMF. The aims of the forum are to provide:
Up-to-date information to parliamentarians on the World Bank’s and IMF’s priorities and
strategic directions;
Direct access to the World Bank and IMF for influential parliamentarians, thus creating effective
possibilities for dialogue and impact, particularly at the country and regional levels;
A knowledge-sharing platform promoting parliamentary engagement for better development
outcomes.
The Parliamentary Network, the World Bank Group and the International Monetary Fund propose
four virtual high-level parliamentary meetings spanning four days during the week of October
12, 2020, to replace the customary in-person meetings. The meetings will be held via the Zoom
videoconferencing platform with simultaneous translation in French and Spanish to allow for global
participation.

ABOUT THE PARLIAMENTARY NETWORK
The Parliamentary Network on the World Bank and International Monetary Fund (the PN) was
initially founded in 2000 as an independent, non-governmental organization providing a platform
for Parliamentarians from World Bank and IMF member countries to advocate for increased
accountability and transparency in development cooperation. The Parliamentary Network has over
1500 parliamentarians in Africa, Asia, Europe and the Americas, supported by its international
secretariat and guided by its Board, currently made up of nine (9) Members of Parliament. The Rt
Hon Liam Byrne MP, UK is the current Chair of the Network. Membership is open to Parliamentarians
with a current mandate.
The PN through its members and events creates a space where parliamentarians can engage with
the World Bank and IMF in a transparent manner and, therefore, participate actively in shaping the
international development agenda. Through its work program the Network empowers MPs to take
an active part in development programs and policies of both institutions. Part of its mission has
evolved to providing a platform for knowledge exchange between parliamentarians and the Wrld
Bank and IMF, with information on World Bank/IMF programs and activities, as well as facilitating
feedback and experiences from Members of Parliament to both organizations on their respective
work, which in turn helps accelerate achieving development results both globally and at the
country level.

capacity as IMF Managing Director. The event is a highlight meeting, allowing the
President and Managing Director to briefly present the latest work and priorities
of the World Bank and the IMF, in particular their unprecedented response
to the COVID-19 crisis and recovery efforts, followed by a Q&A session with
the legislators. The townhall meeting is an important to building political will
for implementing development programs with strong country ownership and
government accountability.

Leaders (WPL), will bring together a panel of women Speakers of Parliament and

leaders to mobilize global legislators around advocacy for gender equality and
women’s inclusion in building back better post COVID-19. In the context of the 25th
Anniversary of the Beijing Platform for Action, panelists will discuss how women’s
increased presence in leadership and politics can forge global development
solutions, as female representation at every level of decision-making is essential
to build more inclusive and flourishing societies. Furthermore, the event will allow
the Parliamentary Network and the World Bank to present the results of the recent
Women in Parliament study undertaken this year in collaboration with WPL and
Harvard University. The study measures the relationship between the percentage
of female parliamentarians and the passing of gender-sensitive legislation that
empowers women economically, socially and politically. It identifies relationships
between women’s representation in parliament and gender equality indicators,
including WBL index scores and human capital outcomes.

the devastating effects of the COVID-19 pandemic. Shutdowns and reductions
in activities during the pandemic demonstrated the need to rethink social and
economic models of development to make them more inclusive and sustainable.
As many countries begin to resume economic activity, parliamentarians as
representatives of the people and advocates of their aspirations, have a crucial
role to play in charting a new path. This session will allow parliamentarians from
around the world to exchange with their peers and notably WBG Vice President
and Chief Economist Carmen Reinhart and IMF Chief Economist Gita Gopinath on
what needs to be done to jumpstart economies while ensuring that the economic
recovery does not leave the most vulnerable groups of the population behind and
is respectful of the environment.

and other global challenges. Development finance needs to look to the private
sector and investors to help find solutions. However, while being an integral part
of the collective response to improve resilience and build back better, the private
and investment sectors need to undergo reforms to strengthen their impact and
help pave the path for a more equitable, sustainable, and resilient world. The
session will look at the way the private sector and private investment need to
change, including capital markets and capital law, reform of shareholder values
and investment framework. Furthermore, the debate will explore how to reform
the production and trade system, as well as taxation, into a more sustainable
model.
