Memorandum on the OSCE PA Observation of the
Presidential Election in UKRAINE, 31 March 2019
Delegation
Presidential election will be held in Ukraine on 31 March 2019.
OSCE PA members wishing to participate in this mission are kindly asked to return a
completed registration
form,
as well as an
accreditation form
with a copy of the photograph page from Members’ passports, a digital
photo, and the signed Code of Conduct for OSCE PA Election Observers to the International Secretariat at
([email protected]) by
21 February 2019.

Accommodation
Parliamentary briefings will be held in Kyiv on 29-30 March 2019. The temporary OSCE PA EOM
Headquarters will be located in Kyiv as well. The International Secretariat of the OSCE Parliamentary
Assembly will distribute the details on the recommended hotels for accommodation in Kyiv as soon as
possible.

Election Day and Deployment
On Election Day, Members will generally work in teams of
two.
We kindly ask to mark your preferences for
the deployment in the registration form. The International Secretariat will try to take your preference into
consideration while setting up the regional team and preparing the deployment plan for the Mission. Please
note that additional locations may be suggested depending upon developments in coming weeks.
Therefore,
we ask observers NOT to make specific travel arrangements (transportation/hotels) within Ukraine
without first consulting with the International Secretariat.
This will help to ensure balanced deployment
coverage for the observation mission.
Interpreter / Driver on Election Day
Further information on arrangements for cars/drivers and interpreters for our teams for Election Day will be
communicated in due time. Please let the Secretariat know if your Embassy in Ukraine will provide Members
with a car or/and an interpreter during the Election Day.
Visa Information
We strongly advise observers to apply and obtain a visa well in advance of departing for Ukraine by contacting
the relevant consulate. Attached is the invitation to the OSCE Parliamentary Assembly, welcoming an
observation mission.
Debriefing and Departures
Please note while making your travel arrangements that de-briefing via phone or to regional coordinators on
the ground may be possible for those observers deployed outside Kyiv area. We would like to remind you
that national parliaments are responsible for their own Member’s expenses, including any hotel cancellations.
We also urge Members to have health and travel insurance that is valid in Ukraine.
