Invitation to Conference on Fully Documented Fisheries
I am delighted to invite you to the Conference on Fully Documented
Fisheries on 26 February 2019 in Copenhagen.
The conference will address the challenge of achieving full compliance
with the landing obligation, which entered into full effect on 1 January
2019.
We must acknowledge that it is difficult to control compliance with the
landing obligation with the available tools today. That is why we must look
to new methods of ensuring compliance. Fully documented fisheries with
the application of Remote Electronic Monitoring (REM) is a cost effective
option, which ensures compliance because all catches are documented. It
could benefit fish stocks since REM has the potential of encouraging
fishermen to fish more selectively. The objective of attaining more
selective fisheries is undertaken today through technical rules of e.g. gear
requirements. With REM many detailed technical rules could become
superfluous because the economic incentives of fishermen will be to
choose more selective gears. In addition, monitoring data could provide
scientists with more accurate information allowing for more up-to-date
advice.
There are many exciting opportunities and challenges with REM we have
yet to uncover. It would be my pleasure to have you at the Conference for
some fruitful discussions about Fully Documented Fisheries on 26
