On 3 June 2019, the Committee on Rules of Procedure of the Parliamentary Assembly of the
Council of Europe adopted the draft report by Ms. Petra De Sutter “Strengthening the decision-
making process of the Parliamentary Assembly concerning credentials and
voting” where it
proposed “derogation
from Rules 6.1 (last sentence) and 6.3 of its Rules of Procedure, relating to
the transmission of credentials of national delegations to the President of the Assembly and their
ratification by the Assembly, and Rule 11.3 on the appointments following parliamentary elections,
to invite the parliaments of Council of Europe member States which are not represented by a
delegation to the Assembly to present the credentials of their representatives and substitutes at the
June 2019 part-session of the Assembly.”.
Adoption of this Report will allow Russian delegation to present its credentials before Tuesday
morning and continue its work in the Assembly without implementing any demands provided for in
the Assembly’s Resolutions.
The ratification of the Russian credentials would lead to the legitimization of the Russian MPs
representing the illegally occupied Crimea and de facto will mean that Assembly recognizes its
annexation. By this act, the Assembly will show other member states that they could break the rules
without being punished.
Moreover, we could not allow the Assembly to deprive itself of the sanctions mechanism, as it is
one of the most effective instruments.
In this regard, we would like to ask you to stand up together with us at 10 a.m. on Tuesday during
the sitting and to support the challenge of the credentials of the Russian delegation on substantive
and procedural grounds as well.
