APPEAL TO NATIONAL PARLIAMENTS OF

THE MEMBER STATES OF THE COUNCIL OF EUROPE

(adopted by the Council of the State Puma of the Federal Assemb]y of the

Russian Federation on April 16, 2018)

Dear Colleagues!

The independent expert examination, perfonried by the specialists of the

Swiss center for radiological and chernical-bacteriological analysis in the city of

Spiez, has allowed to determine the traces of the toxic agent BZ, which was found

at the incident scene in Salisbury (Great Britain). The experts specify, that the

formula was in operational service in Great Britain and other NATO Member

States and was never used in the Sovjet Union or the Russian Federation. At the

same time, it is noted in the experts’ report, that the A-234 nerve agent, which is

present in the samples and which has publicly been imputed to Russia on numerous

occasions, would have inevitably led to lethal outcome in case of its use. Experts

of the British laboratory “Porton Down” have previously failed to undoubtedly

confirm, that this agent was produced in Russia.

It should be noticed, that although the laboratory, authorized by the OPCW,

received the resuits of the analysis, the conclusions of the Swiss experts were not

duly taken into consideration in the materials of the Organization.

Russia is facing very serious accusations, which have no substantial basis. In

the meantirne, the Russian dernands to involve Russian specialists in the

investigation, as well as the possibility to get an access to the initial data are

rejected under contrived pretences. It is thereby impossible to ensure transparency

and objectivity of its resuits.

Even prelirninary resuits show the need to continue a non-biased investigation.

However, the British government and the Prirne-Minister Iheresa May, in

particularly, have in advance identified the cuiprits and have purposefully

misinformed the European and international community about alleged evidence of

the toxic agent’s Russian origin.

In accordance with the international agreements and the Chemical Weapons

Convention, the Russian Federation has fulfihled its obligations to destroy

stockpiles of chemical weapons with strict accordance to the mechanisms of

international supervisiofi, what cannot be said about the USA, having obliged to do

so within the Convention back in 2007.

We appeal to the national parliarnents of the member countries of the Council

of Europe with the proposition of looking into the possibility of formation of a

committee on a parliamentary investigation on illicit decisions taken by the

government of Great Britain and its head Theresa May. This is all the more

important, since the governments of several European countries, having received

false information from the UK, took a hasty decision on a diplomatic demarche

against Russia.

Considering our common commitment to the fundamental principles of

international law, as well as the principles on which the activities of the Council of

Europe are based: on non-interference in internal affairs, observance of the

sovereignty of states, protection of citizens’ rights and freedoms, we ask you to

convey the position of the State Duma deputies to your country’s parliamentarians.
