Dear Formand Christine Antorini,
Uddannelses- og Forskningsudvalget
As the UK builds the broadest and deepest possible partnership with the EU, we seek to continue to collaborate
with our European partners on major research and innovation initiatives through a far-reaching science and
innovation pact.
This would enable the UK to participate in key programmes alongside our EU partners, and will include
considering possible options for participating in the Ninth EU Framework Programme for Research and
Innovation (FP9). The UK appreciates working in partnership with the European Commission, other Member
States and Associated Countries across the spectrum of research and innovation.
The European Commission has begun the process of designing FP9,
in consultation with EU’s Member States.
This paper sets out the UK Government’s view on how this can best be achieved:

Key themes are:
1.
A continued focus on excellence is essential.
2.
Open to the World.
3.
A mission-oriented approach.
4.
FP9 should reduce the administrative burden for participants.
5.
Spreading excellence.
6.
European added value.
7.
Tackling Europe’s innovation gap and future industrial competitiveness requires an ambitious approach.
8.
FP9 must demonstrate its benefits.

FP9 needs to rationalise the number of partnership instruments
