PC Brief Weeks 45/46, 2017
During the past two weeks there have been meetings by the Permanent Council
(PC) and the Forum for Security Cooperation (FSC). Various committees and oth-
er informal bodies and gatherings have also held meetings. In addition, there were
a
“Reinforced”
(by representatives from the capitals) Ambassadorial Retreat in
Eisenstadt and a Supplementary Human Dimension Meeting (SHDM) on Access
to Justice. The Ambassadorial Retreat was also attended by PA Secretary Gen-
eral Roberto Montella.
Vienna also organized the visit of the newly formed PA Ad hoc Committee on
Countering Terrorism and the visit of the OSCE PA delegation from the Nether-
lands. The Chair of the Ad hoc Committee, Makis Voridis, briefed the
PC’s
Securi-
ty Committee about the
PA’s
activities on the issues that the committee is dealing
with. Both the members of the Ad hoc Committee and the Dutch PA Delegation
also participated in an extended briefing program arranged by the Office. The
Dutch Delegation also paid a welcome visit to the Office and received extensive
briefings about the work of the PA.
I also represented the PA at a Launching Conference called
“Graz
recommenda-
tions on Access to Justice and National
Minorities”
of the OSCE High Commis-
sioner for National Minorities (HCNM) in Graz, Austria, and accompanied OSCE
PA Special Representative and Vice President Roberto Battelli to a NATO PA
Rose Roth Seminar on the Western Balkans (Ljubljana, Slovenia). Reports of the
PA’s
participation at the retreat, the visit by the Ad hoc Committee and the Ljublja-
na Seminar can be found on the PA website and in the News from Copenhagen.
The PC forwarded a draft agenda to the Ministerial Council to be held in Vienna on
December 7 and 8, 2017. This is now the time when all formal and informal bodies
of the OSCE are working on draft documents for the Ministerial Council. The PC is
still dealing with routine business, receiving reports from the OSCE executive
structures and briefings by visiting officials from international organizations etc.
However, most of its attention (and that of the FSC) is absorbed by this work. I
attach a list of the drafts that are currently under discussion to this report.
