Memorandum on the OSCE PA Observation of the
Parliamentary Elections in Italy, 4 March 2018
Delegation
Parliamentary elections will be held in Italy on 4 March 2018, and following an invitation to observe, the
OSCE PA will deploy a limited election observation mission to these important elections.
Each national delegation is invited to nominate up 3 Members of Parliament, in addition to members of the
OSCE PA Bureau to this limited election observation mission.
Members wishing to participate in this mission are kindly asked to return completed registration form, with a
copy of the photograph page from Members’ passports, a digital photo, and the completed Code of Conduct for
OSCE PA Election Observers to the International Secretariat at ([email protected]) by
8 February 2018.
Accommodation
Parliamentary briefings will be held in Rome on 2-3 March 2018. The Temporary OSCE PA Headquarters
will be located in Rome as well. The International Secretariat of the OSCE Parliamentary Assembly will
distribute the details on the recommended hotel for accommodation in Rome as soon as possible.

Election Day
On Election Day, Members will generally work in teams of two. Suggestions for the regional deployment, as
well as recommended travel options are attached to this Memorandum. We kindly ask Members to indicate
preferred deployment destination and communicate it to the International Secretariat (email:
[email protected];
tel: +45 60 10 81 73) as soon as possible but no later than the
registration deadline for the Mission on
Thursday 8 February 2018.
Local Staff on Election Day
We strongly encourage members to first contact their respective Embassies and/or consulates to
determine the possibility of embassy support for identifying suitable interpreters and drivers for the
election-day observation and to kindly inform the Secretariat if such assistance is possible.
The International Secretariat is working on identifying appropriate individuals to serve as interpreters for
election-day observation. The cost for an OSCE organized interpreter on Election Day is expected to be

EUR
in total (65 EUR per observer) to be paid in person in cash at the end of the day of observation directly
by each observer.
We are exploring options for transportation during election day. Further details on transportation as well as
costs for a OSCE PA-identified car/driver on Election Day will be communicated as soon as possible.
Visa Information
We strongly advise observers to apply and obtain a visa well in advance of departing for Italy by contacting the
relevant consulate. Attached is the invitation to the OSCE Parliamentary Assembly, welcoming an observation
mission.
We would like to remind you that national parliaments are responsible for their own Member’s expenses,
including any hotel cancellations.
We also urge Members to have health and travel insurance that is valid
in Italy.
