“It’s about the role of law, not just the rule of law” says
new World Development Report of the World Bank
Paris, January 30, 2017
– On the occasion of the launch of the 2017 World
Development Report
Governance and the Law,
the World Bank and the Agence
Française de Développement partnered to organize a roundtable discussion on

the report at the French National Assembly. Jean-Marie Tétart, MP, French
National Assembly, delivered opening remarks , followed by Paul Romer, Chief
Economist of the World Bank.
Luis F. Lopez-Calva and Yongmei Zhou, Co-Directors for the WDR presented
the main messages of the report, explaining why carefully designed, sensible
policies are too often not adopted or implemented. Policy making and policy
implementation do not occur in a vacuum, they explained. Rather, they take
place in complex political and social settings, in which individuals and groups
with unequal power interact within changing rules as they pursue conflicting
interests.
