legislature to nominate for up
to
THREE PARLIAMENTARIANS
to attend the International Parliamentary Conference on National
Security (Monday 27 to Thursday 30 March 2017),
and
Cybersecurity Day (Friday 31 March 2017).
Background:
In recent years the global security landscape has altered substantially. Countries and their citizens now face
a myriad of diverse and complex threats, both endurable and terminal. These threats range from economic
recessions, environmental degradation and climate change, to pandemics, cyberwarfare, civil wars, political
uprisings, as well as the emergence of sophisticated and well-funded terror groups and intrastate
challenges to territorial boundaries. The world is a dangerous and uncertain place.
Whereas governments are traditionally seen as the key drivers in directing national security at a domestic
and global level, parliamentarians should also play active and robust role to ensure international, national
and human security is maintained. Parliamentarians as legislators must ensure good governance and the
rule of law is at the heart of national security. As representatives, they should play a central role in
balancing security needs with human rights. As scrutineers, they should ensure there are transparent and
effective levels of accountability for all security stakeholders.
The
International Parliamentary Conference on National Security
is designed to support parliamentarians
by:
Advocating for the engagement of parliamentarians in the national security discourse;
Broadening the knowledge and skills of parliamentarians on the key threats and challenges to
national security and stability and explore how they may be effectively mitigated;
Exploring the mechanisms that parliamentarians may use to influence and hold governments,
international security organisations and private organisations to account;
Examining and strengthen the relationship between governments, parliaments, civil society, the
private sector, the media and international and regional bodies with the aim of building effective
national security.
