The threat related to extremism and radicalization: overview and
main legal and operational challenges
This session will shed light on the factors leading radicalized
individuals to conduct terrorist acts. It will also aim at showing the
legal challenges that are facing State in their efforts to counter
Extremism leading to terrorism and the operational obstacles.

strategies and measures for countering crimes related to terrorism

This session will try to put in discussion the following needs to a
better response on the national level in relation to crimes-related
to terrorism and extremism as well as to the de-radicalization,
rehabilitation and reintegration of radicalized individuals:
1- Developing an effective policy-making on returning
Foreign Terrorist Fighters: Rehabilitation, Reintegration
or repression or both?
2- What are the key components of effective national
frameworks for countering extremism, including related
crimes (e.g. incitement, recruitment and training) – are
these common to all countries, and what are the
challenges and possible approaches to implementing
these at a national level?
3- Adoption of tailored approaches to countering
recruitment of extremists: Development of non-violent
alternative avenues for conflict prevention and
resolution

Challenges in preventing and countering the misuse of the social
media platforms and related technology in promoting extremism
and terrorism narratives
This session will present good practices to respond to the misuse of
social media platforms and other tools to promote extremist
propaganda and terrorism. It will discuss the key components of
effective measures to suppress the use of Internet for terrorist
purpose in addition to the role that Internet plays as an effective
response to counter extremism leading to terrorism threat.

Countering and preventing forced recruitment of children and
women by extremist groups, including terrorist groups.
This session aims at shedding light on the importance phenomenon
of recruitment of children and women by extremist groups and the
best practices to have fair trials and efficient responses to women
recruitment and involvement in acts of terrorism the region. It will
also aim at highlighting the importance of the treatment of children
involved with extremist groups, including terrorist groups, by the
criminal justice system.
