Heads of OSCE PA Delegations
Secretaries of OSCE PA Delegations
November 2, 2016
Dear Heads of Delegations,
The 11
th
of December 2016 has been announced as the date for early parliamentary
elections in the former Yugoslav Republic of Macedonia, and the OSCE PA will deploy an election
observation mission to these important elections.
Please find attached a registration form for Members wishing to observe these elections.
We kindly ask you to return the completed form with a copy of the photograph page from
Members’ passports, a digital photo, and the completed Code of Conduct for OSCE PA Election
Observers to the International Secretariat at ([email protected]) as soon as possible, but no later
than
18 November 2016.
Please note that due to registration procedures, we may not be able to
accommodate those who register after the deadline.
To ensure geographical balance within the Assembly mission, each national delegation
may nominate up to 10% of the entire participation.
This might mean that we have to impose a
limit on delegations after expiry of the deadline. Based on experience, this is likely to happen
particularly when a delegation nominates more than five observers. Please let interested
members of your delegation know.
Further information, including a detailed programme, will be distributed to participants
soon. Briefings for the mission are expected to be held during the 2 days before election day in
Skopje, and Members are reminded that in accordance with the OSCE PA’s Astana Declaration
of 2008, participants are expected to attend the full briefing programme as well as the de-briefing
on the day following the election.
I wish to remind you that national parliaments are responsible for their Members’ expenses
and that only English interpretation will be provided in meetings and briefings.
Yours sincerely,
Iryna Sabashuk
Head of Administration for Election Observation
