TAXE 2 Committee on Tax Rulings and Other Measures Similar in Nature or Effect

Dear Chair,
In February 2015, the European Parliament established a special Committee on Tax Rulings and
Other Measures Similar in Nature or Effect (TAXE 1) and it has adopted a resolution

on 25
November 2015 putting forward many recommendations to tackle tax avoidance by multinational
companies in the EU. The European Parliament has then decided to set up a new special committee
(TAXE 2) to build on and complete this work.
As a result, TAXE 2 is now working on the follow-up of the recommendations of TAXE 1 at EU and
national level. Indeed, in the meantime, the OECD BEPS action plan has been adopted and the
European Commission has presented an Anti-Tax Avoidance Package aiming at implementing this
action plan. Some Member States have also already changed some parts of their legislation and some
parliaments are currently working on the implementation of some elements of the BEPS action plan.
Therefore, I would like to continue to work in close cooperation with national Parliaments on the
basis of the successful Interparliamentary meeting which took place on 17 June 2015 at the European
Parliament to which thirty-seven Members from eighteen national Parliaments have participated as
well as of the Interparliamentary conference organised by the Luxembourgish Presidency of the
Council on 9-10 November 2015. On these occasions, many Members of national Parliaments have
expressed their interest in continuing to work together on these issues with the participation of
Members of the European Parliament who could bring a European dimension to the debate even on a
topic which is fully of national competence.
In this spirit, I would like to invite you or some representatives of your Committee to a new
Interparliamentary meeting to take place in Brussels on 18 April 2016 in the afternoon to discuss
these issues more in-depth. The agenda will be sent to you shortly.
