Secretaries of OSCE PA Delegations
Copenhagen, 1 February 2016
Dear Heads of Delegations,
Parliamentary elections will be held in Kazakhstan on 20 March 2016, and following an
invitation to observe, the OSCE PA will deploy an election observation mission to these
important elections.
Please find attached a registration form for Members wishing to observe the elections in
Kazakhstan. We kindly ask you to return the completed form with a copy of the photograph page
from Members’ passports, a digital photo, the completed Code of Conduct for OSCE PA
Election Observers and the form prepared by the Central Election Commission of Kazakhstan to
the International Secretariat at ([email protected]) as soon as possible, but no later than
19
February 2016.
Please note that due to registration procedures, we may not be able to
accommodate those who register after the deadline.
To ensure geographical balance within the Assembly mission, each national delegation
may nominate up to 10% of the entire participation. We therefore invite each national delegation
to nominate up to six participants.
Further information, including a detailed programme, will be distributed to participants
soon. Briefings for the mission are expected to be held during the 2 days before election day in
Astana, and Members are reminded that in accordance with the OSCE PA’s Astana Declaration
of 2008, participants are expected to attend the full briefing programme as well as the de-
briefing on the day following the election.
I wish to remind you that national parliaments are responsible for their Members’
expenses and that only English interpretation will be provided in meetings and briefings.
Yours sincerely,
Andreas Baker
Director of Elections
