In 2015, the global community had a once in generation opportunity to set an aspirational framework of Sustainable
Development Goals (SDGs). Over the course of 2015 a series of international inter-governmental agreements were
reached to shape the next phase of development goals including Financing for Development in Addis Ababa, SDGs
in New York, and COP21 in Paris. As part of its
International Parliamentary Project on Sustainability, Energy &
Development,
the
Commonwealth Parliamentary Association UK (CPA UK)
will bring together an international
network of parliamentarians to learn about and support the outcome of these global forums and engage with the
next development agenda. As
representatives, legislators
and
scrutineers,
parliamentarians have a responsibility
to actively engage in the development agenda, to shape its success and in so doing make concrete improvements to
the lives of their people and the global community.
CPA UK, in partnership with the UNDP and other global organisations, will lead this endeavor through the
International
Parliamentary Project of Sustainability, Energy and Development.
The project commenced with three regional
workshops in Africa (Nairobi – Nov 2015), Caribbean (Port of Spain – Dec 2015) and Asia (New Delhi – Jan 2016) to
examine issues of sustainable development, energy security and resource management. These workshops combined
best practice, case studies, ideas and innovation to produce the
International Parliamentarians’ e-Handbook on
Sustainability, Energy and Development, Implementing the SDGs – 2015-2030.
CPA UK’s work will culminate
in an
International Parliamentary Conference on Sustainability, Energy and Development in London, March
2016.
CPA UK has a reputation for high level international conferences tailored to the unique role and interest of
parliamentarians. In the last five years CPA UK has delivered conferences on
Growth for Development (2014),
the
Post-2015 Development Agenda (2013), Gender and Politics (2012),
the
Millennium Development Goals
(2011),
and
Climate Change (2010).
Furthermore, CPA UK has built partnerships with highly-regarded international
organisations such as UNDP, the World Bank Group, OECD, IIED, Transparency International, VSO, the Commonwealth
Secretariat and other world-class experts, NGOs, CSOs, and we work closely with UK government departments such
as the Department for International Development (DFID) and the Foreign & Commonwealth Office (FCO).
We are delighted to invite your legislature to apply for
two parliamentarians
to participate in the International
Parliamentary Conference on Sustainability, Energy and Development in London, March 2016. The Conference will last
4 days and will bring together parliamentarians from Commonwealth and non-Commonwealth countries as well as
experts from international and non-governmental organisations, civil society and academia.

INTERNATIONAL PARLIAMENTARY PROJECT ON SUSTAINABILITY, ENERGY AND DEVELOPMENT
Overall Objectives
To empower parliamentarians to ensure the development and achievement of the Sustainable Development Goals
(SDGs), enhancing their status as key international stakeholders and provide them with a united, powerful voice at
national level.
Specific Objective
To collaborate with leading global organisations and experts in the development of an International Parliamentary
Project (including Regional Workshops and International Parliamentary Conference) on Sustainability, Energy and
Development which will lead to the production of a e-handbook for parliamentarians and establish an international
community of best practice by March 2016.
Outputs
1. Increase the knowledge and engagement of Members of Parliament on those SDGs specifically related to
sustainability, energy and development, by delivering three regional workshops in Asia, Africa and the Caribbean
between November 2015 and January 2016.
2. Produce an International Parliamentarians’ e-Handbook on Sustainability, Energy and Development, Implementing
the SDGs – 2015-2030 by February 2016 on how parliamentarians can support the implementation of the SDGs,
their progress and development.
3. Increase knowledge and build capacity of parliamentarians and parliamentary institutions on sustainability, energy
and development by establishing an informed community of best practice through an International Parliamentary
Conference in the UK in March 2016.

PArTICIPATION INFOrmATION
Application Process
Legislatures may apply for two places for parliamentarians (only). To apply for places at the Conference, please complete
the enclosed Nomination Form and return it to CPA UK by no later than
22 January 2016.
Due to high demand for
limited places at the Conference, any application for a place received after the stated deadline will be held as a reserve.

Nomination Criteria
When selecting participants for nomination, you are requested to consider the following criteria:
a.
It is CPA UK policy to encourage broad participation in its events. Where possible please nominate parliamentarians
from both
government/majority
parties and
opposition/minority
parties, and consider
gender
balance and
youth
representation when nominating.
b. CPA UK expects participants to have
experience and knowledge
of the conference content, specifically areas
related to the Sustainable Development Goals, sustainability, energy and development, financing for development
and climate change.
c.
Priority places will be held for parliamentarians who attended the Africa, Asia and Caribbean Regional Workshops.
d. Delegates should have a
reasonable expectation of continuing in their parliamentary careers
so that their
participation in the conference is worthwhile both to themselves and to their Parliament.
e.
Participants are expected to arrive for the start of the programme and to
participate fully
to its conclusion.
Legislatures should nominate only participants who will attend the entire Conference programme.
Due to the limited places for the Conference, there is a likelihood that it will be oversubscribed. It is therefore important
to be aware that nominations that meet the above criteria are more likely to be selected.
ImPOrTANT: Please ensure that the above criteria is disseminated to the nominated participant
to ensure they are aware of stated criteria.
Acceptance of Places
CPA UK will inform legislatures of the outcome of the application and selected participants by the close of business
on
25 January 2016.
For those countries that require visas to enter UK, it is strongly advisable to apply for them as soon as possible after
receiving confirmation of participant places. Please note CPA UK cannot assist in the visa application process.
Conference Evaluation
As well as participating actively in the programme, participants will be asked to take part in a conference evaluation
exercise. CPA UK intends to assess participant level of knowledge and experience prior to the Conference. Progress will
be monitored on an ongoing basis throughout the post-Conference evaluation period until June 2016. This will form
part of CPA UK’s monitoring process to ensure continous improvements to its programmes

ADmINISTrATION AND LOgISTICS
Visas
For those countries which require visas to enter the UK, applications should be made as soon as possible after receipt
of confirmation of participant places.
CPA UK is not able to assist in the visa application process.

Accommodation
Delegates will be responsible for booking and paying for their own accommodation for the duration of the Conference.
Delegates attending the Conference are asked to arrive on Sunday 13 March 2016 and attend the full Conference
programme, from Monday 14 to Thursday 17 March 2016 inclusive.
Details of the draft programme and official hotel will be issued to all successful applicants when they are notified of
places.
Funding
Participants will be responsible for the following:
a.
Accommodation. Booking and paying for their accommodation.
b.
Payment of Delegate Fee. The delegate fee, excluding B&B accommodation costs, will be GBP280.00
c.
Logistics:
(1)
Return travel to the UK.
(2)
Airport-hotel transfers.
(3)
Visa fees.
(4)
Meals except those included as part of the official
programme.
(5)
Personal expenses during the Conference period (laundry, telephone, room service,
mini-bars, DVDs, etc).
Funding assistance
Limited funding will be available to legislatures which do not have sufficient finances to cover the full costs of their
delegate participation at CPA UK conferences. Branches will be asked to apply for funding, outlining their circumstances
and financial requirements.
If it is anticipated that your legislature will require financial support to cover certain aspects of your delegation’s
participation at the International Parliamentary Conference, please indicate so on the delegate nomination form
(attached). A ‘Request for Funding Form’ will be sent to your legislature upon the confirmation of places at the
Conference.

Assistance will be based on the following criteria:
• ‘Request for Funding’ forms are submitted within the specified deadline
• Funding support will only be given to those legislatures that have previousely been recipients of CPA UK support
• Legislatures that are signed to a Parliamentary Partnership Programme with CPA UK
• The nomination criteria has been met by the nominating branch
• Demonstrate that they have sought funding from other agencies
Please note that CPA UK may request funding from third-parties in support of funding assistance.

Spouses / Accompanying Persons / Children
The Conference is an intensive programme for the delegates, requiring their full focus and attention. It is CPA UK policy
that spouses, accompanying persons and children are not invited to attend any part of the Conference programme. No
additional programme for spouses / accompanying persons will be organised.
Withdrawals / Cancellations / Liabilities
Legislatures are requested to inform CPA UK immediately of a delegate cancels, or if for any reason will not arrive in
London as scheduled. Once legislatures have committed to delegate attendance at the Conference and arrival details
have been received, any cancellation fees or liabilities incurred by CPA UK as a result of a delegate failing to arrive or
departing early will be passed to the nominating Legislature for reimbursement to CPA UK.

Day One - Setting the Scene
The first day’s activities will commence at midday with Conference registration followed by the official welcome. The
day will provide an overview of 2015’s development agenda and placing the Conference topics into context. The day
will conclude with the launching of the e-Handbook on Sustainability, Energy and Development,
Implementing the
SDGs – 2015-2030.
Day Two - Implementation
The second day of the Conference will cover: data and statistics, financing for sustainable development and sustainable,
renewable energy. Each element will focus on best practice and specifically the role of parliamentarians in effectively
implementing the sustainability, energy and development framework. Particular focus will be placed on legislation and
budgeting. The day will be a combination of plenary and interactive breakout sessions.
Day Three - Scrutiny & Oversight
Day three will examine energy security, sustainable extractives and regional cooperation. Each session will look at the
local, national and supranational context and how parliamentarians can maximise the mechanisms at their disposal
(committees, debates, etc) to scrutinise and oversee sustainable development.
Day Four - Representation, Education & Advocacy
The final Conference day will commence with a Chamber Debate examining the output of COP21. This debate will be
a unique opportunity for international parliamentarians to debate with one another on this globally important topic,
highlighting chamber debates as an essential tool to advocate and promote. The day will include an opportunity for
parliamentarians to network with national and international stakeholders, from NGOs to academics to increase their
awareness and build effective networks.
yOuTh PArTICIPATION
For the successful implementation of the SDGs and any climate change targets it is vital that future generations are
engaged in the process. As such, CPA UK has chosen to engage youth participation in the Conference.
A number of international students based in London will be invited to attend the Conference and will be tasked with
summary writing for the plenary sessions. They will have the opportunity to interact with participants throughout the
programme and be encouraged to brainstorm ideas on how parliamentarians could implement and monitor the SDGs
at a national and international level.

WHO WE ARE
The Commonwealth Parliamentary Association is a Commonwealth-wide network of some 17,000 national, state,
provincial and territorial parliamentarians within 180 legislatures in 53 countries. The purpose of the CPA is to
strengthen parliamentary democracy within the 53-country Commonwealth, providing a space for parliamentarians
to share, learn, compare and work together to promote Commonwealth values of democracy, rule of law, human
rights, good governance and social and economic development.
The Commonwealth brings together a third of the world’s population, including a billion people under 25,
from the poorest and the richest, the largest and the smallest, developing and developed countries. Within the
Commonwealth family there are huge opportunities created by aspects of shared culture, governance commonalities
and good diplomatic and trade relations. There are also many challenges, which by acting and working together
Commonwealth countries can strengthen their responses and bring about positive change. CPA UK is part of the
UK Parliament and is the most active branch in the Association. Its offices are at the very heart of Parliament, off
Westminster Hall. All sitting Members of both Houses are eligible to participate in CPA UK programmes.
WHAT WE DO
CPA UK runs exciting, demanding, and far-reaching international outreach programmes of parliamentary
strengthening and capacity-building with legislatures across the Commonwealth focusing on the tools by which
the Executive is held accountable by parliamentarians. CPA UK’s themed international parliamentary conferences
and parliamentary workshops run in Parliament and abroad attract international speakers of note from politics,
academia, NGOs and governments across the world and the quality of its programmes is internationally recognised.
Discussions on a huge range of issues take place between international policy makers in forums conducted by CPA
UK such as sustainable development, human rights, gender equality and the empowerment of women, climate
change, international trade and investment, national security, conflict resolution and peacebuilding.
