Energy security is among the most serious security and economic challenges, both today and in the
future
The oil and gas industry is not a new target for terrorism: terrorist groups have always been aware
of the economic and political benefits of attacking these strategic resources
Given the global dependence on oil and natural gas resources, attacks to the energy industry bring
significant economic disruption and overall insecurity, raising global energy costs and placing
additional budgetary pressures on states and consumers
Impact of terror threat on oil and natural gas supply chains and installations
States should address the issue of disruption to energy flows by assisting in protecting facilities
La sécurité énergétique figure parmi les plus grands défis sécuritaires et économiques d’aujourd’hui

Global Security is affected by these uncontrollable outbursts born of a lack of governance
Will the European Union, structurally fragile, resist this new challenge?
States are responsible for addressing the problem at the national level but need assistance from
international and regional organizations to implement anti-trafficking and anti-smuggling measures
Facing the challenge of combating Human Trafficking and Migrants Smuggling along migrations
routes: enhance the coherence of international efforts
Current management of the humanitarian crisis in the Mediterranean must not be disconnected
from obligations to combat Trafficking in Human Beings
Criminals who smuggle migrants should be targeted, not the migrants themselves
La Sécurité globale est affectée par ces débordements incontrôlables nés d’un manque de
gouvernance
L’Union Européenne, structurellement fragile, résistera-elle à ces nouveaux défis
Les Etats doivent faire face à ce problème au niveau national mais ils ont besoin de l’aide des
organisations internationales et régionales pour mettre en place des mesures contre la traite et le
trafic illicite
Faire face aux défis de la lutte contre la traite d’êtres humains et du trafic de migrants le long des
routes migratoires : améliorer la cohérence de l’action internationale
La gestion actuelle de la crise humanitaire en Méditerranée ne doit pas être déconnectée des
mesures nécessaires de lutte contre la traite des êtres humains
Ce sont les criminels responsables du trafic des migrants qui doivent être visés et non les migrants
eux-mêmes

Terrorism is not only a serious crime but a denial of democracy and of human rights
Effectively countering the appeal of terrorism is about offering credible alternatives and ideological
challenges to the claims made by terrorists
The development of co-operative, community-oriented approaches to counter terrorism: states
need to draw on the support of society in general, including civil society and businesses
The effects of terrorism and violent extremism have an impact on everyone in society, notably
young people.
Young people need to be empowered to discuss matters relating to terrorism and preventing violent
extremism on their own terms.
Le Terrorisme est non seulement un crime grave mais également un déni des droits de l’homme et de
la démocratie
Lutter efficacement contre l’appel au terrorisme consiste à proposer des alternatives crédibles et un
discours idéologique fort pour contrer les propositions des terroristes
Developper une approche coopérative et communautaire pour lutter contre le terrorisme : les Etats
doivent compter sur le soutien de la société dans son ensemble, y compris de la société civile et des
entreprises
Le terrorisme et l’extrémisme violent ont un impact sur l’ensemble de la société, notamment sur les
jeunes
Il faut fournir aux jeunes les moyens d’aborder les questions liées au terrorisme et d’enrayer
l’extrémisme violent avec leurs propres moyens

Africa is the only reservoir of strategic and raw energy resources with direct access to the
open sea
Its role becomes essential to the World balances as the Middle East is plunging into deep and long
instability and the South Caucasus and Central Asia cannot avoid major changes in the future
Decades of incompetence, indifference and guilty complicity from the North have affected the
implementation and the soundness of Government Institutions in many African countries
Terrorism and associated crime spread in an uncontrollable way, and affect all components of the
political and economic life
African multilateralism is bankrupt and has lost credibility while Africa should now impose itself as
a major partner for global reflections

Son rôle devient essentiel aux grands équilibres du monde alors que le Moyen-Orient est plongé dans
une instabilité durable et que le Sud Caucase et l’Asie centrale ne pourront éviter des mutations
majeures
Des décennies d’incompétence, de désintérêt et de complicité coupable de la part du Nord ont affecté
la construction puis la solidité des institutions gouvernementales de nombreux pays africains
Terrorisme et banditisme nouvellement associés se répandent de manière apparemment non
maîtrisable et affectent toutes les composantes de la vie politique et économique
Le multilatéralisme africain est en faillite et a perdu toute crédibilité alors que l’Afrique devrait
aujourd’hui s’imposer en tant que partenaire des grandes réflexions mondiales
