Call to Order
The meeting was opened at 2.10 pm with Mr. Ilkka KANERVA (Finland), President of
OSCE PA, in the Chair.
2.
Adoption of the Agenda
The draft agenda was adopted.
3.
Report of the President of the OSCE Parliamentary Assembly
The PRESIDENT addressed the Standing Committee.

Report by the Treasurer
Mr. Roberto BATTELLI (Slovenia) presented the Treasurer’s Report to the Standing
Committee.

Mr. BATTELLI replied.
DECISION:
The Standing Committee unanimously approved the Budget for the
financial year 1 October 2015 to 30 September 2016.
The Budget would be made available to the Assembly in accordance with paragraph 2 of
Rule 41 of the Rules of Procedure.

Report by the Secretary General of the OSCE Parliamentary Assembly
Mr. Spencer OLIVER (Secretary General of the OSCE Parliamentary Assembly)
presented his report.

6.
Election of the Secretary General of the OSCE Parliamentary Assembly
The PRESIDENT informed the Standing Committee of the proposal of the Bureau to
elect Mr. Roberto MONTELLA as Secretary General of the OSCE Parliamentary
Assembly.
Mr. MONTELLA addressed the Standing Committee.
Speakers: Mr. George TSERETELI (Georgia), Mr. Azay GULIYEV
(Azerbaijan), Mr. Artashes GEGHAMYAN (Armenia), Mr. Peter Juel JENSEN
(Denmark).
Mr. OLIVER replied.
The Standing Committee proceeded to a secret ballot on the proposal of the Bureau to
elect Mr. MONTELLA as Secretary General, in accordance with Rule 40(1).
Mr. Roberto BATTELLI (Slovenia), Ms. Isabel SANTOS (Portugal) and Mr. George
TSERETELI (Georgia) were appointed as tellers.
The result of the ballot was as follows:

The PRESIDENT accordingly declared Mr. Roberto MONTELLA elected as Secretary
General of the OSCE Parliamentary Assembly for a period of five years beginning on 1
January 2016.

7.
General Committees
The Standing Committee ratified the membership of General Committees in accordance
with Rule 36(2).
8.
Supplementary Items
The PRESIDENT informed the Standing Committee that 15 supplementary items had
been submitted in accordance with Rule 21, and 222 valid amendments had been
received.
Because of the absence of the Russian delegation, two of the supplementary items were
no longer valid. A number of amendments were also likely to fall for the same reason.
The proposed distribution of the remaining supplementary items between Committees
had been circulated. The PRESIDENT reminded the Standing Committee that under the
Rules of Procedure, a majority of two-thirds was required to add an item to the agenda,
and a simple majority was required on questions of allocation.
DECISIONS:
The Standing Committee approved the addition of the following items to the agenda:
1. Adherence to the Helsinki Principles in Inter-State Relations Across the
OSCE Area (Mr. Guliyev, Azerbaijan)
2. OSCE Code of Conduct on Politico-Military Aspects of Security:
Awareness Raising, Dissemination, Better Implementation and Outreach
(Ms. Glanzmann, Switzerland)
3. Helsinki +40: Building the OSCE of the Future (Mr. Soares, Portugal)
4. Responsibility to Combat Human Trafficking in Government Contracts for
Goods and Services (Mr. Smith, U.S.A.)
5. Missing Persons in Connection with Armed Conflicts (Mr. Hadjiyianni,
Cyprus)
6. Abducted and Illegally Detained Ukrainian Citizens in the Russian

7. The Co-operative Phase in Post-Conflict Borders: New Instruments and
Actors for a Broader View of the Conflict Cycle (Mr. Sanchez Amor,
Spain)
8. Calling For Urgent Solutions to the Tragedy of Deaths in the Mediterranean
(Ms. Tidei, Italy)
9. A Comprehensive Legislative Reform on Foreign Terrorist Fighters (FTFs)
from the OSCE Area (Ms. De Pietro, Italy)
10. Environmental Challenges and Economic Opportunities in the High North
(Mr. Solberg, Norway)
11. Women and Girls Made Vulnerable by Armed Conflict, Crisis or Minority
Status (Ms. Fry, Canada)
Item 12, on the Inadmissibility of the Use of Sanctions Against Parliamentarians of
OSCE Participating States, and item 13, on the Need for the OSCE Participating States to
Elaborate and Implement Joint Measures to Prohibit Manifestations of Neo-Nazism, were
no longer valid because of the absence of the Russian delegation.
The Standing Committee approved the addition of the following item to the agenda:
14. Compromise Supplementary Item: The Modernization of the System of
National Contributions to the OSCE Budget (Mr. Battelli, Slovenia)
Item 15: Compromise Supplementary Item: THE CONTINUATION OF CLEAR, GROSS
AND UNCORRECTED VIOLATIONS OF OSCE COMMITMENTS AND
INTERNATIONAL NORMS BY THE RUSSIAN FEDERATION (Mr. Allison, Canada)
