Medicinal cannabis – Questions asked by the national parliament of Denmark; ref. 2014122007
Dear Mme Elstrøm,
Thank you for contacting the Finnish Medicines Agency (later Fimea) on
the matter of medicinal cannabis. We have been in close cooperation on
this matter with your Agency already earlier. To the questions you raised
Fimea would like to give the following answers:
1. What kind of cannabis products has been imported?
There is three different herbal cannabis products imported to Finland. The
trade names for these are Bedrocan, Bediol and Bedica.
2. In what amount has cannabis been imported?
The annual quotas for cannabis in Finland have been requested from th In-
ternational Narcotics Control Board (INCB). The estimates for cannabis
during the past ten years have been the following (in grams):

The imports are primarily the above mentioned products and from the
Netherlands. The actual import has increased, however the estimates have
never been reached.
3. How are the imported cannabis controlled?
The imported herbal cannabis is for compassionate use and all is for speci-
fied patients. The products are dispensed from pharmacy, which only are
few. The control is similar than to any other medicinal product containing
narcotic substance.
4. For which purpose are the imported cannabis used?
The herbal cannabis is for compassionate use only. The indications ac-
cepted have primarily been to reducing spasticity and pain in patients with

multiple sclerosis or other pain conditions in which no other medication has
proven to be efficient.
5. Which political decisions has been made in Finland concerning
medicinal cannabis and the import from Holland?
There has been no new political decisions. There was minor amendment to
the decree given by the Ministry of Social affairs and Health (490/2008) in
which it was amended to the article 17 that it is possible to prescribe such
narcotics (UN 1961 Convention schedules I and IV) for compassionate use,
only.
